SUBJECT | Revised Procedure for the Handling of Official United States Government Messages Filed at Tokyo Destined to the United States, its Territories or Possessions. |
1. This memorandum supplements the Memorandum for the Imperial Japanese Government, file AG 311.2 (30 Apr 46)CCS, (SCAPIN-912), dated 30 April subject: "Broadening Scope of Services Handled Over Radio Telegraph Circuits Between Tokyo Area and (1) United States, and (2) London, England, to Include the Handling of Official Messages for Government Representatives".
2. Paragraph 5, AG 311.2 (30 Apr 46)CCS, (SCAPIN-912), is changed to read:
"5. Government messages, except United States government messages, shall be sent from Tokyo on a collect basis to Washington and London. United States government messages shall be sent from Tokyo on a prepaid basis to any point in the United States, or its territories or possessions, to which service is available. Government messages sent to Tokyo from London, or to Tokyo from any point in the United States or its territories or possessions, must be prepaid."
3. United States government messages destined to points in the United States, its territories or possessions, will originate only at the General Headquarters Signal Center, Dai Ichi Building, Tokyo. The messages will be dispatched by courier from the General Headquarters Signal Center to the receiving office of the Central Telegraph Office of the Ministry of Conminications. The courier will identify himself at the receiving office of the Central Telegraph Office by displaying a letter issued by General Headquarters, United States Army Forces, Pacific, stating that the named bearer, photograph attached, is authorized to file United States government messages for transmission. The receiving office of the Central Telegraph Office will accept for transmission United States government messages only from the hands of properly identified, authorized couriers. The Central Telegraph Office employee who accepts United States government messages for transmission will issue a signed receipt for each message in the form shown in Inclosure 1. Receipts will be returned to the General Headquarters Signal Center by the Courier.
4. The designation "Official U. S. Army Telegram" will appear in the preamble of each message.
5. Priority in transmission will be observed in accordance with the International Telegraph Regulations, that is, official United States government telegrams will take precedence ever all other telegrams except those relating to the safety of life at sea or in the air.
6. The messages will be transmitted as prepaid.
7. The Ministry of Comunications will prepare, in duplicate, a monthly statement showing all United States government messages originating at Tokyo, itemized by filing dates; word count of each message; American carrier through which message was routed; amount of tolls to be credited to Ministry of Communications; amount of tolls to be credited to the American carrier, including forwarding charges for messages destined to points beyond San Francisco. The monthly statement will be forwarded to Commanding General, Eighth Army, Yokohama (Attn: Signal Officer). The duplicate copy of the monthly statement will be deliver ,d to General Headquarters, United States Army Forces, Pacific, (Attn: Office of the Chief Signal Officer).
8. The Ministry of Comunications will submit monthly statements of service rendered, for its share of the tolls for the transmission of United States government messages, in the same manner as those submitted for other services. General Headquarters, United States Army Forces, Pacific, will arrange payment of charges accruing to the American carriers.
9. Each official United States government message will be filed in duplicate. The Central Telegraph Office will enter on the duplicate the word count, time of transmission, and the name of American carrier through which message was routed. The duplicate, will be returned to the General Headquarters Signal Center the day after transmission of the original message.
10. This memorandum in no way affects the instructions contained in Memorandum AG 311.2 (13 Jun 46)CCS, (SCAPIN-1019), subject: "Handling of Occupation Force Official Business Over Japanese Domestic Telegraph Circuits".

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN- 1114), file AG 311.2 (8 Aug 46)CCS, this. Headquarters, Dated 8 August 1946, Subject: "Revised Procedure for the Handling of Official United States Government Messags Filed at Tokyo Destined to the United States, its Territories or Possessions".
1. With reference to subject memorandum the following is published for the information of all concerned.
2. Telegraph service to be furnished in accordance with the subject memorandun is required to provide for the handling of official United States government messages originating with General Headquarters, United States Army Forces, Pacific, in Tokyo, addressed to government agencies or private individuals, in the United States, its territories or possessions, to supplement existing military communications facilities.
3. Instructions covering procedure to be used in filing messages for transmission via commercial routes will be forwarded through command channels.
4. Surveillance by the occupation forces will be that required to ensure the proper handling of official United States government messages over commercial channels, in accordance with the provisions of the reference memorandum.
