MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Procedure for Handling Official United States Government Messages Filed at Tokyo for Transmission Over Commercial Circuits.

1. Reference is made to memoranda for the Japanese Government as follows:
a. File AG 311.3 (2 Aug 46)CCS, SCAPIN 1114, dated 8 August 1946, subject: Revised Procedure for the Handling of Official United States Government Messages Filed at Tokyo Destined to the United States, its Territories or Possessions.
b. File AG 311.23 (5 Apr 48)CCS, SCAPIN 1877, dated 5 April 1948, subject: Revised Procedure for Handling Press and Government Messages from Japan to the United States, Manila, Korea and Okinawa.
2. Effective 1 March 1949 SCAPIN 1114 is rescinded. Concurrently paragraph 2d of SCAPIN 1877 is rescinded and the following instructions will govern the handling of official United States Government messages:
a. United States Government messages, filed in accordance with the procedure prescribed in this memorandum, may be sent from Japan to any point to which service is available via American carrier routes. Incoming United States Government messages will be admitted into Japan over all available routes.
b. United States Government messages will be sent prepaid in both directions.
c. Such messages from Japan will emanate from the General Headquarters Communication Center, Dai Ichi Building, Tokyo and will be filed in duplicate by an authorized messenger from that activity with the Ministry of Communications' main acceptance office near the Central Telegraph Building. Ministry of Communications acceptance clerks will acknowledge receipt of each such message by entering the date, time of receipt, and their signature on the duplicate copy, returning same to the messenger.
d. The indicator "US GOVT" will be placed in the preamble of each such message which will otherwise be handled in accordance with international radiotelegraph regulations.
3. A monthly statement of services rendered will be submitted by the Ministry of Communications, in the same manner as those submitted for other services, covering the Japanese Government's share of the tolls for the transmission of United States Government messages. The Commanding General, Eighth Army will arrange payment of charges accruing to the connecting carriers.
4. The Ministry of Communications will prepare, in duplicate, a monthly statement showing all United States Government messages originating at Tokyo, itemized by filing dates, word count of each message, American carrier through which message was routed, amount of tolls to be credited to the Ministry of Communications, amount of tolls, to be credited to the American carrier, including forwarding charges for messages destined to points beyond San Francisco or. Manila. The monthly statement will be forwarded to Commanding General, Eighth Army, Yokohama (Attn: Signal Officer), The duplicate copy of the monthly statement will be delivered to General Headquarters, Far East Command, (Attn: Signal Officer).
5. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, concerning matters within the scope of this memorandum, is authorized.
