1. The following Memoranda for the Japanese Government are rescinded:

3. Paragraph 4 of reference 2d is rescinded and the following will apply in lieu thereof: Any person or organization authorized to possess and use United States Military Payment Certificates or Foreign Trade Payment Certificates may place radiotelephone calls from Japan, prepaid in these currencies, in accordance with the following:
a. To the United States as now authorized.
b. To Hawaii via the United States, effective 8 December 1947
c. To other points beyond the continental limits of the United States, via the United States, effective at a date or dates to be determined and announced later by the Supreme Commander for the Allied Powers.
4. Collect calls to the United States only, from any person or organization in Japan, are authorized effective 5 January 1948.
5. Report Charges:
a. Any person or organization in Japan placing an overseas call, either prepaid, or collect, will be required to pay a report charge for each call cancelled after a chargeable report has been obtained. A chargeable report is a report which indicates that:
(1) The called telephone has been reached but the called person is not available or is unwilling to talk.
(2) The called person is available, but the caller is not available, or is unwilling to talk, or the calling telephone does not answer.
(3) On a call filed for later completion, the called person has been notified to expect the call.
b. Payments collected for report charges will be accounted for separately from payments collected for completed telephone calls, in the following manner:
(1) All such payments for report charges, made by accredited persons or Organizations in United States Military Payment Certificates or Foreign Trade Payment Certificates, and in yen by non-accredited persons or organizations, will be segregated in an account to be reconciled at the end of each settlement period.
(2) On each settlement date the American carrier will be paid its share of revenue from report changes from the payments made in United States Military Payment Certificates or Foreign Trade Payment Certificates.
(3) The Ministry of Communications share of revenue from report charges will consist of payments collected in yen plus the balance of United States Military Payment Certificates and/ or Foreign Trade Payment Certificates changed to yen at the military conversion rate, after the American carrier's share has been deducted.
(4) In the event the report charge payments collected in United States Military Payment Certificates and/or Foreign Trade Payment Certificates are insufficient to meet the American carrier's share of total report charge, revenue the balance due the American carrier will be carried forward from settlement date to settlement date, until such time as the balance of payments in United States dollar currencies versus payments in yen will permit full settlement of the American carrier's share.
(5) In all other respects settlement of accounts will be accomplished as provided for in reference 2b.
(6) Applicable report charges are shown in Inclosure 1.
6. Rates for weekday service between Japan and the United States as presently authorized, and between Japan and Hawaii, are listed in Inclosure 1. Reduced Sunday rates for service between Japan and the United States and between Japan and Hawaii are authorized, effective 8 December 1947, and are also listed in Inclosure 1.
7. Business or personal calls of a limited transactional nature, between Japan and all points with which radiotelephone service is now or may later be authorized, subject to the restrictions contained in reference 2e, are authorized effective at once.
8. Conference calls from Japan to the United States, whereby conversations may be carried on simultaneously with persons at any two or more locations in the United States, are authorized effective 5 January 1948. Additional charges for such service will be as shown in Inclosure 1.
9. All provisions of reference 2a pertaining to official United States Government calls, remain in effect.
10. Routine operating practices, including rules governing placing and acceptance of calls, will be as direct by the Commanding General, Eighth Army.
11. The single side band equipment now in use on the transpacific radiotelephone circuit, will continue to bar used, with such necessary additions, deletions and modifications as may be authorized from time to time. Double side band equipment may be used whenever practicable, in accordance with present practices. Present frequency assignments remain in effect. Future additions or changes in frequency assignments for radiotelephone service will be handled by direct communication with the Ministry of Communications.
12. Direct communication between the Civil Communications Section or the General Accounting Section General Headquarters, Supreme Commander for the Allied Powers and the Ministry of communications, regarding operating and accounting procedures within the scope of this memorandum, is authorized.

MEMORANDUM
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1830), file AG 311.3 (6 Dec 47) CCS, this Headquarters, dated Dec 47, subject: Japanese Overseas Radiotelephone Service
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. Radiotelephone service between Japan and Hawaii is being authorized effective 8December 1947. Similar service to other points in the world, via the United States, is authorized on a general basis with such points to be specified by General Headquarters, Supreme Commander for the Allied Powers, as necessity arises and arrangements can be effected.
3. Collect calls from Japan to the United States are authorized for any person or organization in Japan effective 5 January 1943. This collect service is intended primarily to provide means whereby persons not authorized to possess and use acceptable currency or currencies may place calls over the radiotelegraph circuit. Collect calls from Japan to Hawaii may not be authorized due to lack of collect arrangements between the companies operating the service in the United States and Hawaii.
4. The memorandum restricting calls to personal and non-transactional texts, for accredited persons or organizations only, is being rescinded and service of a limited transactional nature is being made available to anyone in Japan.
5. Reduced rates for Sunday radiotelephone calls between Japan and other points are being authorized. Rates for service between Japan and Hawaii, including reduced Sunday rates, are the same as the rates for service between Japan and the United States. These rates were suggested by the Mutual Telephone Company of Hawaii and agreed to by the American carrier and the Supreme Commander for the Allied Powers and are based on prewar rates already filed by the Mutual Telephone Company with the Federal Communications Commission in Washington.
6. Occupation Forces will extend the necessary surveillance to insure compliance by the Ministry of Communications with the provisions of reference memorandum.
