SUBJECT | Radiotelephone Service Between the United States and Japan. |
1. Reference is made to Memorandum for the Japanese Government, file AG 311.3(1 Aug 47)CCS, (SCAPIN 1309/1), dated 1 August 1947, subject same as above.
2. Paragraph 4 of the reference memorandum is hereby rescinded.
3. Transpacific radiotelephone calls from Japan to the United States may be placed by anyone authorized to possess and use United States Military Payment Certificates or Foreign Trade Payment Certificates. Such calls may be made only from telephones designated by the United States Occupation Forces for this purpose. Operating and accounting procedures in connection with transpacific telephone service now being furnished in Tokyo, Yokohama and Osaka will be followed in the additional branch overseas offices established in accordance with the reference memorandum.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1309/2), file AG 311.3(25 Aug 47) CCS, 25 August 1947, subject: Radiotelephone Service Between the United States and Japan
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Heretofore transpacific radiotelephone calls have been authorized only for the United States military and accredited civilian personnel.
3. Entrance of the foreign trade representatives into Japan makes it necessary to provide transpacific radiotelephone service to non-accredited organizations or persons in possession of and authorized to use United States military Payment Certificates or Foreign Trade Payment Certificates. All charges for this service must be prepaid in Military Payment Certificate or Foreign Trade Payment Certificates.
4. The subject memorandum modifies the restrictions to allow anyone authorized to possess and use United States Military Payment Certificates or Foreign Trade Payment Certificates to place transpacific calls to any place in the United States from the points in Japan from which services is authorized.
