SUBJECT | Expansion of Telephone Service Between the United States and Tokyo. |
1. Reference is made to memorandum from General Headquarters, Supreme Commander for the Allied Powers, to the Imperial Japanese Government, file AG 311.3 (8 Jan 46)CCS, dated 8 January 1946, subject: "Establishment of Telephone Service Between the United States and Tokyo".
2. It is directed that the two-channel, single side band transmitting and receiving equipment recently constructed by the International Telecommunications Company be placed in operation,on the circuit providing telephone service between Tokyo and the United States using both voice channels for commercial operation on or about 1 August 1946. The double side band equipment may be used when the single side band equipment is not in use.
3. At present, two channel, single side band operation 1s authorized only on frequencies 15860 kc and 18910 kc. Single channel (Channel A), single side band operation on 7780 kc is temporarily authorized until such time as another similar frequency is cleared and assigned for two-channel operation.
4. Telephone calls will continue to be accepted from military and accredited civilian personnel only. "A priority calls must be approved by designated approving officers whose names are on file at Tokyo Central Telephone Office. All other calls need not be approved.
5. This directive modifies paragraphs 2 and 4 of the memorandum referred to ift paragraph 1 as stated herein.
6. Direct correspondence between the Ministry of Communications and Civil Communications Section of General Headquarters, Supreme Commander for the Allied Powers, to cover technical details within the scope of this memorandum is authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1096), file AG 311.3 (1 Aug 46)CCS, this Headquarters, dated 1 August 1946, subject: "Expansion of Telephone Service Between the United States and Tokyo".
1. Wich reference to subject memorandum the following is published for the information of all concerned.
2. The purpose of the directive is to direct the Japanese Government to expand the telephone service between the United States and Tokyo by placing in operation two-channel single side band equipment and to notify them that calls (except "A" priority) need not be approved by approving officers. Any military and accredited civilian personnel desiring to make a telephone call to the United States may do so.
3. The Eighth Army will provide necessary surveillance to insure that the telephone service is being operated according to the instructions in the directive and operated at its maximum efficiency in order that the service will be available to a maximum number of military and accredited civilian personnel.
4. Command instructions pertaining to the execution of surveillance will follow through command channels.
