MEMORANDUM FOR

JAPANESE GOVERNMENT

SUBJECT

Japanese Overseas Radiotelephone Service

1. Reference is made to Memorandum for the Japanese Government, file AG 311.3 (6 Dec 47)CCS, SCAPIN 1830, dated 6 December 1947, subject same as above, as amended.
2. Effective 0001 hours, 1 August 1948, incoming calls to any person or organization in the Tokyo and Yokohama areas, from the United States or points beyond the United States, via the United States, will be handled as follows:
a. Incoming calls to any person or organization in tho Tokyo-Yokohama area will be routed to the addressee at one of several places, in the following order:
(1) To the Tokyo or Yokohama area telephone number supplied by the calling party when given.
(2) To the office or residence telephone number listed in a telephone directory for the Tokyo or Yokohama area, when the number is not supplied by the calling party.
(3) When a called person is found not to be available to answer a telephone call over the telephone of his known office or residence every reasonable effort will be made by a locator operater at the overseas switchboard to complete the call to a telephone in the Tokyo or Yokohama areas where the called person may be found.
b. In the event the transmission quality of the telephone line on which the called person is located is deemed unsatisfactory to receive the overseas call the called person may be required to go to the nearest Overseas Business Office to receive the call during normal business hours, or to one of the foreign trade hotels during other hours.
3. Incoming calls addressed to other than occupation force personnel have been routed experimentally to the addressee's office or residence telephone number in any one of the ten (10) cities in Japan where overseas service has been provided. Authorization for the above was issued informally in connection with SCAPIN 1830/1 dated 6 February 1948. Informal provisions for such routing are hereby rescinded and the following will apply in lieu thereof:
a. Incoming overseas calls for other than occupation force personnel may be routed by the Ministry of Communications to any telephone number at any location in Japan where the addressee nay be located.
b. If an incoming call cannot be completed in accordance with 3a above the addressee may be informed that in order to receive the call he must report to the nearest Overseas Booth, in one of the cities in Japan where overseas telephone service is provided.
c. For distribution of incoming calls throughout Japan to other than occupation force personnel the Ministry of Communications may, if desired, utilize the wire circuits known as Overseas Short Period Talking Service, connecting Tokyo with certain cities in Japan, to convey the call to the Japanese city thus served, nearest the point where the addressee may be located.
d. Incoming calls may be received and outgoing calls may be placed by other than occupation force personnel, within the provisions of this and any other existing applicable rules and regulations, during any period of the day or night when the overseas radiotelephone circuit is in operation and available.
4. All provisions of reference 1 not changed by this memorandum, remain in effect.
5 Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, regarding matters within the scope of this memorandum is authorized.
