SUBJECT | Japanese Overseas Radiotelephone Service. |
1. Effective 1 August 1949 the following memoranda for the Japanese Government are rescinded:
a. File AG 311.3 (2 Nov 46)CCS, SCAPIN 1309, dated 2 November 1946, subject: Radiotelephone Service Between the United States and Japan, as amended.
b. File AG 311.3 (6 Dec 47)CCS, SCAPIN 1830, dated 6 December 1947, subject: Japanese Overseas Radiotelephone Service, as amended.
2. Effective 1 August 1949 radiotelephone service between Japan and any place in the world, via the United States, including the United States and its territories and possessions, is authorized. Current records covering points to which such service is now or may become available will be maintained by the Ministry of Telecommunications and will be based on information available to the Ministry.,
3. The information contained in the inclosures to SCAPIN 1830, as amended, heretofore incorporated in operating instructions covering the subject service, will form the basis for a record of rates, charges, and division of revenue, to be maintained on a current basis by the Ministry of Telecommunications, or in accordance with changes in current practices that may be agreed upon by direct communication between Civil Communications Section and the Ministry of Telecommunications.
4. Radiotelephone calls from Japan may be placed by any person or organization in Japan authorized to possess and use United States Military Payment Certificates or Foreign Trade Payment Certificates. Collect calls from Japan to the United States and Hawaii, only, are authorized, and may be filed by any person or organization in Japan, subject to forfeiture of the report charge when the collect call is not accepted by the addressee.
5. With respect to all accounting matters pertaining to the subject service, including settlement of accounts, the Japanese Government, Ministry of Telecommunications, will continue to follow its presently established policy and procedure. The Ministry of Telecommunications will compile, and make available to General Headquarters, Supreme Commander for the Allied Powers, operating and accounting information pertinent to the subject service, which is essential to proper operation and management control.
6. The type of equipment to be used in providing the subject service will be of such technical design and manufacture as to permit continuing satisfactory operation, in accordance with, but not limited to, present practices and internationally recognized engineering standards involving single sideband equipment suitable for working with the United States terminal.
7. Rules and procedure governing placing and acceptance of out-going calls from Japan, and routing of calls incoming to Japan, will be as directed by Commanding General, Eighth Army.
8. Direct communication between Civil Communication Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Telecommunications, regarding operating and accounting procedures within the scope of this memorandum, is authorized.
