MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Establishment and Operation of Direct Telecommunications Circuits Between Tokyo and Manila.

1. Reference is made to Memorandum for the Japanese Government, file AG 676.3 (27 May 47)CCS SCAPIN 1707, dated 27 May 1947, subject same as above, as amended.
2. Inclosure 1 to the reference memorandum is hereby amended to include urgent full rate and urgent CDE messages between Japan and all points in the Philippine Islands with which service with Japan is authorized.
3. The per word rate for urgent full rate and urgent CDE messages will be twice the per word rate for ordinary full rate and ordinary CDE messages respectively. The division of revenue from such urgent massages will be computed on an equal proportionate basis between the participating carriers.
4. Direct communication between Civil Communications Section, and the General Accounting Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding procedures within the scope of this memorandum, is authorized.
