SUBJECT

Relaxation of Restrictions Governing Acceptance of Private Messages from Japan to Manila.

1. Reference is made to Memorandum for the Japanese Government, file AG 676.3(27 May 47)CCS, (SCAPIN 1707), dated 27 May 1947, subject: Establishment and Operation of Direct Telecommunications Circuit Between Tokyo and Manila.
2. Paragraphs 6 and 8 of the reference memorandum are hereby rescinded.
3. Messages of the classifications shown in Inclosure 1 of the reference memorandum, except government and press messages, filed for transmission from Japan to the Philippine Islands by United States military and accredited civilian personnel, and by non-accredited organizations or persons authorized to possess and use United States Military Payment Certificates or Foreign Trade Payment Certificates are authorized and will be prepaid in United States Military Payment Certificates or in Foreign Trade Payment Certificates. Messages of the classifications shown in Inclosure 1 of the reference memorandum filed by the organization or person in Japan specifically named in a reply paid voucher and utilizing reply paid vouchers in payment of the charges for messages from Japan to any organization or person in the Philippine Islands are authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1707/1), file AG 676.3 (25 Aug 47)CCS, dated 25 August 47, subject: Relaxation of Restrictions Governing Acceptance of Private Messages from Japan to Manila
1. With reference to the subject memorandum, the following is being published for the information of all concerned.
2. Heretofore private messages filed in Japan for transmission to Manila have been accepted from non-accredited organizations or persons only when such non-accredited organizations or persons were specifically named in a prepaid reply (RP) voucher.
3. Entrance of foreign trade representatives into Japan makes it necessary to relax restrictions so as to enable such foreign trade representatives to file messages from Japan to their respective countries, prepaid in acceptable currency.
4. The subject memorandum modifies the restrictions to allow anyone authorized to possess and use United States Military Payment Certificates or Foreign Trade Payment Certificates to file all classes of private messages from Japan to Manila prepaying the charges in Japan with United States Military Payment Certificates or Foreign Trade Payment Certificates.
