MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Subject

Closing or Reduction of Repatriation Reception Centers.

1. Reference is made to memorandum from the Supreme Commander for the Allied Powers, file AG 370.05 (7 May 46) GC, (SCAPIN 927), dated 7 May 1946, subject, “Repatriation,” as amended.
2. As the mass repatriation program for many overseas areas will be concluded by 31 December 1946, it becomes advisable to effect reduction in repatriation reception centers.
3. The Imperial Japanese Government will:
a. Institute the closing of the reception centers at Kagoshima, Uraga, and Nagoya by 15 January 1947, completing the operation by 31 January 1947.
b. Place the reception center at Hakata on an inactive status as of 31 January 1947; prepared to reopen on ten days’ notice at a capacity of 1,500 incoming repatriates per day. Operating personnel and facilities will be reduced accordingly.
c. On 31 January 1947, reduce the daily rate for processing repatriates at the ports listed below, as indicated, with commensurate reduction of operating personnel and facilities:

d. Report to the Supreme Commander for the Allied Powers by 15 February 1947 on the accomplishment of this directive.
4. Provisions of reference paragraph 1 above are amended accordingly.
