MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Repatriation Reception Centers.

1. Reference is made to the following:
a. Memorandum from the Supreme Commander for the Allied Powers, file AG 370.05 (7 May 46)GC, (SCAPIN 927), dated 7 May 1946, subject, "Repatriation," as amended.
b. Memorandum from the Supreme Commander for the Allied Powers, file AG 014.33 (11 Dec 46)GC, (SCAPIN 1398), dated 11 December 1946, subject, "Closing or Reduction of Repatriation Reception Centers."
2. Since the rate of repatriation from the port of Dairen will be approximately 90,000 during the month of March 1947, and there will be an increase in the rate of repatriation from Japan during the same period, it is advisable to increase the capacity of the Sasebo Reception Center, and to place the Hakata Reception Center on an active status.
3. The Imperial Japanese Government will:
a. By 1 March 1947, increase the daily processing capacity of the Sasebo Reception Center, with commensurate increase of operating personnel and facilities, to accommodate 3,000 incoming and 1,000 outgoing repatriates per day.
b. By 1 March 1947, have the Hakata Reception Center on an active status, prepared to process 1,500 incoming repatriates per day.
c. Report to the Supreme Commander for the Allied Powers by 5 March 1947 on the accomplishment of this directive.
4. Provisions of references paragraphs 1 a and b above are amended accordingly.
