ポツダム宣言の受諾に伴い発する命令に関する件に基く経済安定本部関係諸命令の措置に関する法律をここに公布する。
I hereby promulgate the Law for Disposition of Orders under the Economic Stabilization Board based on the Imperial Ordinance concerning the Orders to be Issued in Consequence of the Acceptance of the Potsdam Declaration.

Law for Disposition of Orders under the Economic Stabilization Board based on the Imperial Ordinance concerning the Orders to be Issued in Consequence of the Acceptance of the Potsdam Declaration
（外国人の財産取得に関する政令の一部改正）
(Partial Amendments to the Cabinet Order concerning the Acquisition of Properties and/or Rights by Foreign Nationals)
第一條　外国人の財産取得に関する政令（昭和二十四年政令第五十一号）の一部を次のように改正する。
Article 1.　The Cabinet Order concerning the Acquisition of Properties and/or Rights by Foreign Nationals (Cabinet Order No.51 of 1949) shall be partially amended as follows:
第二條第一項第一号及び第二号を次のように改める。
Article 2 paragraph 1 subparagraphs (1) and (2) shall be amended as follows:
一　日本の国籍を有しない者
(1)　Any person without Japanese nationality;
二　日本の国籍と日本以外の国籍とを有する者。但し、この政令の施行地に住所を有する者を除く。
(2)　Any person who has any nationality in addition to Japanese nationality, except any such person who has a residence in the place where this Cabinet Order is effective.
第三條第一項中「日本人又は日本国の政府若しくは地方公共団体」を「日本人、日本国の政府若しくは地方公共団体又は第二十三條の二の規定により外資委員会の指定する外国人」に改め、「日本人をして」を「日本人又は第二十三條の二の規定により外資委員会の指定する外国人をして」に改め、同項第一号を削り、同項第二号を同項第一号とし、同項第三号中「前二号」を「前号」に改め、同号を同項第二号とし、同項第四号を同項第三号とし、同項第五号を削る。
In Article 3 paragraph 1, "or such foreign nationals as are designated by the Foreign Investment Commission in accordance with the provisions of Article 23-(2)" shall be added next to "and/or local public authorities" ; "or such foreign national as is designated by the Foreign Investment Commission in accordance with the provisions of Article 23-(2)" shall be added next to "intends to make Japanese national" ;subparagraph (1) of the same paragraph shall be deleted;subparagraph (2) of the same paragraph shall be made subparagraph (1);in subparagraph (3) of the same paragraph "subparagraphs (1) and (2) above" shall be amended as "the preceding subparagraph" ;the same subparagraph shall be made subparagraph (2);subparagraph (4) shall be made subparagraph (3);and subparagraph (5) shall be deleted.
第六條第四号中「社債の取得、」を削り、同條第五号を削り、同條第六号中「連合国の占領期間中において」を「昭和二十年九月二日以後」に改め、同号を同條第五号とし、同條第七号を同條第六号とし、同條第八号中「（会社その他の団体の株式若しくは持分又は利益に対する権利に係る場合は、当該会社その他の団体の財産）」を削り、同号を同條第七号とし、同條第九号を削り、同條第十号中「連合国占領軍の責に帰すべき」を削り、同号を同條第八号とする。
In Article 6 subparagraph (4) "purchase of bonds" , shall be deleted;subparagraph (5) of the same Article shall be deleted;in subparagraph (6) of the same Article, "during the occupation" shall be amended as "as from September 2, 1945" ;the same subparagraph shall be made subparagraph (5);subparagraph (7) of the same Article shall be made subparagraph (6);in subparagraph (8) of the same Article "(in the case of title to stocks or shares or an interest in profits of a corporation or other organization, assets of such corporation or organization)" shall be deleted;the same subparagraph shall be made subparagraph (7);subparagraph (9) of the same Article shall be deleted;in subparagraph (10) of the same Article, "in any way assignable to the occupation" shall be deleted;and the same subparagraph shall be made subparagraph (8).
第七條中「日本人」を「日本人又は第二十三條の二の規定により外資委員会の指定する外国人」に改める。
In Article 7, "or such foreign national as is designated by the Foreign Investment Commission in accordance with the provisions of Article 23-(2)" shall be added next to "Any Japanese national" .
第九條中「日本人又は日本国の政府若しくは地方公共団体」を「日本人、日本国の政府若しくは地方公共団体又は第二十三條の二の規定により外資委員会の指定する外国人」に改め、同條第一号中「第三條第一項第二号」を「第三條第一項第一号」に改め、同條第二号中「又は第二号」を削る。
In Article 9 "or such foreign national as is designated by the Foreign Investment Commission in accordance with the provisions of Article 23-(2)" shall be added next to "and/or local public authority" ;in subparagraph (1) of the same Article "Article 3, paragraph 1, subparagraph (2)" shall be amended as "Article 3, paragraph 1, subparagraph (1)" ;and in subparagraph (2) of the same Article "or (2)" shall be deleted.
第十九條第一項中「（その取得が会社その他の団体の株式若しくは持分又は利益に対する権利に係る場合は、当該会社その他の団体の財産）」を削る。
In Article 19 paragraph 1 "(in the case of acquisition of title to stocks or shares or of an interest in profits of a corporation or other organization, the assets of such corporation or other organization" shall be deleted.
第二十條第一号中「て、外資委員会の認可を受けないで、同項に掲げる財産を取得し」を削る。
Article 20 subparagraph (1) shall be amended as "Any person who has violated the provisions of Article 3, paragraph 1 above" .
本則中第二十三條の次に次の一條を加える。
Next to Article 23, the following one Article shall be added:
第二十三條の二　この政令の規定（第七條及びこれに係る罰則の規定を除く。）は、外資委員会の指定する外国人については適用しない。
Article 23-(2).　The provisions of this Cabinet Order (exclusive of the provisions of Article 7 and the penal provisions related thereto) shall not be applicable to such foreign national as is designated by the Foreign Investment Commission.
（外国政府の不動産に関する権利の取得に関する政令の一部改正）
(Partial Amendments to the Cabinet Order concerning the Acquisition of Real Property and/or Rights thereto by Foreign Governments)
第二條　外国政府の不動産に関する権利の取得に関する政令（昭和二十四年政令第三百十一号）の一部を次のように改正する。
Article 2.　The Cabinet Order concerning the Acquisition of Real Property and/or Rights thereto by Foreign Nationals (Cabinet Order No.311 of 1949) shall be partially amended as follows:
第七條第三項を削り、同條第四項中「又は第二項」を「又は前項」に改め、同項を同條第三項とする。
Article 7 paragraph 3 shall be deleted;in paragraph 4 of the same Article "paragraphs 1 and 2 above" shall be amended as "paragraph 1 or in the preceding paragraph" ;and the same paragraph shall be made paragraph 3.
第八條第三号中「連合国占領軍の責に帰すべき」を削る。
In Article 8 subparagraph (3) "assignable in any way to the Occupation Forces" shall be deleted.
第八條の二第一項及び第二項中「第七條第四項」を「第七條第三項」に改める。
In Article 8-(2) paragraphs 1 and 2 "Article 7 paragraph 4" shall be amended as "Article 7 paragraph 3" .
（命令の改正に伴う経過措置）
(Transitional Measures in Consequence of the Amendments to the Order)
第三條　この法律施行前にした行為に対する罰則の適用については、なお従前の例による。
Article 3.　Application of the penal provisions to the acts committed prior to the enforcement of this Law shall still follow the former examples.
（将来存続すべき命令）
(Orders to Be Continued in the Future)
第四條　第一條及び第二條に規定する命令並びに左に掲げる命令は、日本国との平和條約の最初の効力発生の日以後も、法律としての効力を有するものとする。
Article 4.　Orders as stipulated in Articles 1 and 2 and orders as mentioned below shall be valid as law even after the date of the first coming into force of the Treaty of Peace with Japan:
物価統制令（昭和二十一年勅令第百十八号）
Price Control Ordinance (Imperial Ordinance No.118 of 1946)
地代家賃統制令（昭和二十一年勅令第四百四十三号）
Land and House Rent Control Ordinance (Imperial Ordinance No.443 of 1946)
附　則
Supplementary Provision:
この法律は、日本国との平和條約の最初の効力発生の日から施行する。
This Law shall come into force as from the day of the first coming into force of the Treaty of Peace with Japan.
