郵便貯金法の一部を改正する法律をここに公布する。

Law for Partial Amendment to the Postal Savings Law
郵便貯金法（昭和二十二年法律第百四十四号）の一部を次のように改正する。
The Postal Savings Law (Law No.144 of 1947) shall be partially amended as follows:

第三條及び第四條を次のように改める。
Article 3 and Article 4 shall be amended as follows:
第三條（国の保証）　国は、郵便貯金として預入された貯金の拂もどし及びその貯金の利子の支拂を保証する。
Article 3.(Security of the State.)　The faith of the State is pledged to the payment of the deposits made to the postal savings system, with accrued interest thereon.
第四條　削除
Article 4.　Deleted.
第七條第一項中「五種」を「三種」に改め、第二号及び第五号を削り、第三号を第二号とし、第四号を第三号とし、同條第二項を削る。
In Article 7 paragraph 1, "five kinds" shall be amended as "three kinds" ;items 2 and 5 shall be deleted;item 3 shall be made item 2;item 4 shall be made item 3;and paragraph 2 of the same Article shall be deleted.
第八條第二項中「官公署、学校、会社、工場その他の事業場に属する者が団体を組織して、」を「団体に属する者が、」に改め、「又はすえ置郵便貯金」を削る。
In Article 8 paragraph 2, "members of government or public offices, schools, companies, factories or other plants" shall be amended as "members of organizations" , and "or fixed deposit" shall be deleted.
第九條を次のように改める。

第十條第一項第三号中「及び宗教法人」を「宗教法人及び民法（明治二十九年法律第八十九号）第三十四條の法人」に改め、同項第四号中「及び国家公務員法」を「、国家公務員法」に改め、同号の末尾に「及び地方公務員法（昭和二十五年法律第二百六十一号）第五十二條の職員団体」を加え、同項第五号の次に次の一号を加える。
In Article 10 paragraph 1 item 3, "and religious juridical persons" shall be amended as ", religious juridical persons and juridical persons provided for in Article 34 of the Civil Code (Law No.89 of 1896)" ;in item 4 of the same paragraph, "and the unions or other associations of employees" shall be amended as ", the unions or other associations of employees" and the same item shall be amended by substituting a comma for a semi-colon at end thereof and adding thereto "and also associations and federations of employees provided for in Article 52 of the Law for the Local Public Service Employees (Law No.261 of 1950)" ;and the following one item shall be added next to item 5 of the same paragraph:

第十二條第一項中「特別すえ置郵便貯金以外の郵便貯金」を「郵便貯金」に改め、同項第二号を削り、同項第三号を同項第二号とし、同項第四号を同項第三号とし、同号を次のように改め、同條第三項を削り、同條第四項中「及び郵便貯金切手」を削る。
In Article 12 paragraph 1, "The deposits other than the special fixed deposit" shall be amended as "The postal savings deposit" ;item 2 of the same paragraph shall be deleted;item 3 of the same paragraph shall be made item 2 of the same paragraph;item 4 of the same paragraph shall be made item 3 of the same paragraph, and the same item shall be amended as follows;paragraph 3 of the same Article shall be deleted and in paragraph 4 of the same Article, "and postal savings coupon" shall be deleted.
三　定額郵便貯金
3.　The savings certificate
預入の月の初日から拂もどし金の拂渡（拂もどし証書を発行するときはその発行）の日までの期間が五年をこえるとき　年四分
When the period, from the first day of the month of deposit to the day of payment of withdrawal (to the day of issue when the warrant of withdrawal is issued) is more than five years:　4.0% per annum
同期間が四年をこえ五年以下であるとき　年三分七厘
When the said period is more than four years, and five years and under:　3.7% per annum
同期間が三年をこえ四年以下であるとき　年三分五厘
When the said period is more than three years, and four years and under:　3.5% per annum
同期間が二年をこえ三年以下であるとき　年三分三厘
When the said period is more than two years, and three years and under:　3.3% per annum
同期間が一年をこえ二年以下であるとき　年三分一厘五毛
When the said period is more than one year, and two years and under:　3.15% per annum
同期間が一年以下であるとき　年三分
When the said period is one year and under:　3.0% per annum
第十三條第一項に次の但書を加える。
The following proviso shall be added to Article 13 paragraph 1:
但し、各月の十六日以後に預入された通常郵便貯金の預入金には、その預入の月の利子をつけない。
However, no interest shall be allowed on the amount of the ordinary deposit made on and after 16th day of every month, for the month of the deposit.
第十三條第三項を次のように改める。
Article 13 paragraph 3 shall be amended as follows:
通常郵便貯金及び積立郵便貯金の十円未満の端数には、利子をつけない。
No interest shall be allowed on the fraction of ten yen unit of the ordinary deposit and the collection deposit.
第十四條中「、すえ置郵便貯金」及び「又は特別すえ置郵便貯金」を削る。
In Article 14, ", fixed deposit" and "or special fixed deposit" shall be deleted.
第十五條を次のように改める。

Article 16 item 2 shall be deleted;in item 4 of the same Article, "deposit" shall be amended as "ordinary deposit" and this item shall be made item 2 of the same Article;in item 5 of the same Article, "ordinary deposit, fixed deposit, collection deposit and deposit for treatment for organization" shall be amended as "deposit among ordinary deposit, ordinary deposit for treatment for organization and collection deposit" and this item shall be made item (4) of the same Article.

In Article 21, "or bond ledger office" and "or the custody of bond" shall be deleted, and ", certificate of deposit or certificate of bond-custody" shall be amended as "or certificate of deposit" .
第二十二條中「、貯金証書又は証券保管証」を「又は貯金証書」に改める。
In Article 22, ", certificate of deposit or certificate of bond-custody" shall be amended as "or certificate of deposit" .

第二十五條に次の一項を加える。
The following one paragraph shall be added to Article 25:
郵政省は、預金者の請求があるときは、省令の定めるところにより、郵便貯金の取扱に関する証明資料として郵便貯金本人票を交付する。
Ministry of Postal Services shall deliver a postal savings identity card as the evidence data for handling of postal savings deposits, at the request of the depositor in accordance with the provisions of Ministerial Ordinance.
第二十六條中「、又は保管証券を交付し」及び「又は交付」を削る。
In Article 26, "or the bond in custody has been delivered" and "or delivery" shall be deleted.
第二十九條の見出し中「及び保管証券」を削り、同條第一項中「並びに証券の購入、保管、売却又は返付の請求」を削り、「貯金若しくは保管証券」を「貯金の現在高」に、「、貯金証書又は証券保管証」を「又は貯金証書」に、「、貯金証書若しくは証券保管証」を「若しくは貯金証書」に、「その貯金及び保管証券に関する預金者の権利は、消滅し、保管証券は、国庫に帰属する。」を「その貯金に関する預金者の権利は、消滅する。」に改め、同條第二項中「特別郵便貯金」を「積立郵便貯金及び定額郵便貯金」に改める。
In heading of Article 29, "and bond in custody" shall be deleted;in paragraph 1 of the same Article, "or the purchase, custody, sale or delivery of the bond" shall be deleted and "the deposit or bond in custody" shall be amended as "the balance of deposit" , ", certificate of deposit or certificate of bond custody" as "or certificate of deposit" and "the rights of the depositor concerning the savings or bond in custody shall lapse;and the latter shall be reverted to the state treasury." as "the rights of the depositor concerning the deposits shall lapse." respectively;and in paragraph 2 of the same Article, "the special deposit" shall be amended as "the collection deposit and savings certificate" .
第三十條中「、証券原簿所管庁」を削る。

第三十六條第一項中「十銭未満」を「一円未満」に改める。

第四十一條を次のように改める。
Article 41 shall be amended as follows:
第四十一條（取扱郵便局の特定）　郵政省は、通常郵便貯金の預金者の請求があるときは、省令の定めるところにより、その貯金の預入、拂もどしその他の取扱をする郵便局を特定する。
Article 41.(Designation of treating post office.)　Ministry of Postal Services shall, at the request of the depositor of ordinary deposit, specify the post office where the treatment of deposits, withdrawals and others for the ordinary deposit shall be made, in accordance with the provisions of the Ministerial Ordinance.
前項の規定により郵便局を特定したときは、その郵便局以外の郵便局は、当該貯金について貯金の預入、拂もどしその他の取扱をしない。
When the post office has been specified under the provision of the preceding paragraph, no other post offices than the post office, shall treat the deposits, withdrawals and others for the savings account.
郵政省は、預金者の請求があるときは、省令の定めるところにより、第一項の規定による郵便局の特定を変更し、又は取り消す。
Ministry of Postal Services shall, at the request of the depositor, alter or cancel the designation of post office prescribed in paragraph 1, in accordance with the provisions of Ministerial Ordinance.
第四十二條から第四十四條までを次のように改める。
Article 42 to Article 44 inclusive shall be amended as follows:
第四十二條から第四十四條まで　削除
Article 42 to Article 44.　Deleted.
「第二節　積立郵便貯金」を「第四章　積立郵便貯金」に改める。
The name of Section, "Section 2. Collection Deposit" shall be amended as the title of Chapter, "CHAPTER 4. Collection Deposit" .
第五十一條の次に次の一條を加える。
The following one Article shall be added next to Article 51:
第五十一條の二（すえ置期間が経過した積立郵便貯金）　積立郵便貯金は、そのすえ置期間が経過したときは、通常郵便貯金となる。
Article 51-(2).(Collection deposits after maturity of the deferring period.)　The collection deposit shall, after maturity of the deferring period, become the ordinary deposit.
前項の場合には、郵政省は、預金者の請求により、その積立郵便貯金の通帳と引き換えに通常郵便貯金の通帳を交付する。
In the case mentioned in the preceding paragraph, Ministry of Postal Services shall, at the request of the depositor, deliver a pass-book of ordinary deposit in exchange for the pass-book of collection deposit.
前項の規定による通帳の交付の請求があつた場合において、預金者が他に通常郵便貯金の通帳をもつて貯金の預入をしているときは、郵政省は、同項の規定にかかわらず、その貯金に積立郵便貯金であつた通常郵便貯金を組み入れる。
In case the application for delivery of the pass-book under the preceding paragraph is made, if the depositor has been making another deposit on a pass-book of ordinary deposit, Ministry of Postal Services shall transfer the ordinary deposit which has turned from the collection deposit to the other ordinary deposit, regardless of the provision of the preceding paragraph.
第一項の場合には、郵政省は、その積立郵便貯金の通帳によつては、貯金の預入又は一部拂もどしの取扱をしない。
In case of paragraph 1, Ministry of Postal Services shall not treat the deposit or partial withdrawal on the pass-book of collection deposit.
「第三節　定額郵便貯金」を「第五章　定額郵便貯金」に改める。
The name of Section, "Section 3. Savings Certificate" shall be amended as the title of Chapter, "CHAPTER 5. Savings Certificate" .
第五十二條第二項中「拂渡の月」を「拂渡の月の翌月」に改める。
In Article 52 paragraph 2, "month of withdrawal" shall be amended as "the next month of the month of withdrawal" .
「第四節　特別すえ置郵便貯金」を削る。
The name of Section, "Section 4. Special Fixed, Deposit" shall be deleted.
第五十七條を次のように改める。
Article 57 shall be amended as follows:
第五十七條（預入の日から十年が経過した定額郵便貯金）　定額郵便貯金は、預入の日から十年が経過したときは、通常郵便貯金となる。
Article 57.(Savings certificate after ten years from the date of deposit.)　The savings certificate shall, after expiration of period of ten y ars from the date of deposit, become the ordinary deposit.
前項の場合には、郵政省は、預金者の請求により、その定額郵便貯金の貯金証書と引き換えに通常郵便貯金の通帳を交付する。
In the case mentioned in the preceding paragraph, Ministry of Postal Services shall, at the request of the depositor, deliver a pass-book of ordinary deposit in exchange for the certificate of deposit.
前項の規定による通帳の交付の請求があつた場合において、預金者が他に通常郵便貯金の通帳をもつて貯金の預入をしているときは、郵政省は、同項の規定にかかわらず、その貯金に定額郵便貯金であつた通常郵便貯金を組み入れる。
In case the application for delivery of the pass-book under the preceding paragraph is made, if the depositor has been making another deposit on a pass-book of ordinary deposit, Ministry of Postal Services shall transfer the ordinary deposit which has turned from the savings certificate to the other ordinary deposit, regardless of the provision of the preceding paragraph.
第一項の場合には、郵政省は、その定額郵便貯金の貯金証書によつては、貯金の預入又は一部拂もどしの取扱をしない。
In case of paragraph 1, Ministry of Postal Services shall not treat the deposit or partial withdrawal on the certificate of deposit of savings certificate.
第一項の規定により通常郵便貯金となつた貯金の全部拂もどしで第二項の規定による通帳の交付の請求前のものについては、第五十五條の規定を準用する。
With regard to the application of entire withdrawal of deposit which has become the ordinary deposit in accordance with the provision of paragraph 1, when it is made prior to the application for delivery of pass-book in accordance with the provision of paragraph 2, the provision of Article 55 shall apply mutatis mutandis.
第五十八條から第七十條まで並びに「第五節　すえ置期間経過後の特別郵便貯金」及び「第五節　保管証券」を削る。
Article 58 to Article 70 inclusive shall be deleted;and the name of Section, "Section 5. Special Deposit after the Maturity of Period" and the title of Chapter, "CHAPTER 5. Bond in Custody" shall be deleted.
附　則
Supplementary Provisions:
１　この法律は、昭和二十六年六月一日から施行する。但し、第二十五條第二項及び第四十一條の改正規定は、昭和二十六年十月一日から施行する。
1　This Law shall come into force as from June 1, 1951. However, the revised provisions of Article 25 paragraph 2 and Article 41 shall be enforced as from October 1, 1951.
２　この法律の施行前に預入したすえ置郵便貯金でこの法律の施行の際現に存するものについては、この法律の施行後でも、その従前の例による。但し、そのすえ置期間内においては、貯金の預入の取扱をしない。
2　The fixed deposit which was made before the enforcement of this Law and which is alive at the time of enforcement of this Law, shall be treated as used to be even after the enforcement of this Law. However, no further deposit shall be accepted during the deferring period.
３　この法律の施行前に預入した特別すえ置郵便貯金でこの法律の施行の際現に存するものについては、この法律の施行後でも、なお従前の例による。
3　The special fixed deposit which was made before the enforcement of this Law and which is alive at the time of enforcement of this Law, shall be treated as used to be even after the enforcement of this Law.
４　前二項の郵便貯金については、郵政省は、預金者の請求があるときは、省令の定めるところにより、そのすえ置期間を短縮することができる。
4　With regard to such deposits as mentioned in the preceding two paragraphs, Ministry of Postal Services may, at the request of the depositor, shorten the deferring period in accordance with the provision of Ministerial Ordinance.
５　この法律の施行前に保管した証券でこの法律の施行の際現に保管するものについては、この法律の施行後でも、なお従前の例による。
5　Bonds which were kept in custody before the enforcement of this Law and which remain in custody at the time of enforement of this Law, shall be treated as used to be even after the enforcement of this Law.
６　郵政省設置法（昭和二十三年法律第二百四十四号）の一部を次のように改正する。
6　The Ministry of Postal Services Establishment Law (Law No.244 of 1948) shall be partially amended as follows:
第九條第十号を次のように改める。
