The Postal Savings Law (Law No.144 of 1947) shall be partially amended as follows:

Article 3 and Article 4 shall be amended as follows:
Article 3.(Security of the State.) The faith of the State is pledged to the payment of the deposits made to the postal savings system, with accrued interest thereon.
In Article 7 paragraph 1, "five kinds" shall be amended as "three kinds" ;items 2 and 5 shall be deleted;item 3 shall be made item 2;item 4 shall be made item 3;and paragraph 2 of the same Article shall be deleted.
In Article 8 paragraph 2, "members of government or public offices, schools, companies, factories or other plants" shall be amended as "members of organizations" , and "or fixed deposit" shall be deleted.
Article 9 shall be amended as follows:
In Article 10 paragraph 1 item 3, "and religious juridical persons" shall be amended as ", religious juridical persons and juridical persons provided for in Article 34 of the Civil Code (Law No.89 of 1896)" ;in item 4 of the same paragraph, "and the unions or other associations of employees" shall be amended as ", the unions or other associations of employees" and the same item shall be amended by substituting a comma for a semi-colon at end thereof and adding thereto "and also associations and federations of employees provided for in Article 52 of the Law for the Local Public Service Employees (Law No.261 of 1950)" ;and the following one item shall be added next to item 5 of the same paragraph:
6. Japan Monopoly Corporation, Japan National Railways Corporation, Dainihon Education Work Association and Broadcasting Corporation of Japan.
In Article 12 paragraph 1, "The deposits other than the special fixed deposit" shall be amended as "The postal savings deposit" ;item 2 of the same paragraph shall be deleted;item 3 of the same paragraph shall be made item 2 of the same paragraph;item 4 of the same paragraph shall be made item 3 of the same paragraph, and the same item shall be amended as follows;paragraph 3 of the same Article shall be deleted and in paragraph 4 of the same Article, "and postal savings coupon" shall be deleted.
3. The savings certificate
When the period, from the first day of the month of deposit to the day of payment of withdrawal (to the day of issue when the warrant of withdrawal is issued) is more than five years: 4.0% per annum
When the said period is more than four years, and five years and under: 3.7% per annum
When the said period is more than three years, and four years and under: 3.5% per annum
When the said period is more than two years, and three years and under: 3.3% per annum
When the said period is more than one year, and two years and under: 3.15% per annum
When the said period is one year and under: 3.0% per annum
The following proviso shall be added to Article 13 paragraph 1:
However, no interest shall be allowed on the amount of the ordinary deposit made on and after 16th day of every month, for the month of the deposit.
Article 13 paragraph 3 shall be amended as follows:
No interest shall be allowed on the fraction of ten yen unit of the ordinary deposit and the collection deposit.
In Article 14, ", fixed deposit" and "or special fixed deposit" shall be deleted.
Article 15 shall be amended as follows:
Article 16 item 2 shall be deleted;in item 4 of the same Article, "deposit" shall be amended as "ordinary deposit" and this item shall be made item 2 of the same Article;in item 5 of the same Article, "ordinary deposit, fixed deposit, collection deposit and deposit for treatment for organization" shall be amended as "deposit among ordinary deposit, ordinary deposit for treatment for organization and collection deposit" and this item shall be made item (4) of the same Article.
In heading of Article 18, ", certificate of deposit and certificate of bond-custody" shall be amended as "and certificate of deposit" ;in paragraph 1 of the same Article, ", certificate of deposit or certificate of bond-custody" shall be amended as "or certificate of deposit" ;and in paragraph 2 of the same Article, ", certificate of deposit of certificate of bond-custody" shall be amended as "or certificate of deposit" .
In heading of Article 19, ", bond ledger" shall be deleted;and paragraph 2 of the same Article shall be deleted.
In Article 20 paragraph 1, "or fixed deposit" shall be deleted.
In Article 21, "or bond ledger office" and "or the custody of bond" shall be deleted, and ", certificate of deposit or certificate of bond-custody" shall be amended as "or certificate of deposit" .
In Article 22, ", certificate of deposit or certificate of bond-custody" shall be amended as "or certificate of deposit" .
In Article 24, "or bond in custody" shall be deleted.
The following one paragraph shall be added to Article 25:
Ministry of Postal Services shall deliver a postal savings identity card as the evidence data for handling of postal savings deposits, at the request of the depositor in accordance with the provisions of Ministerial Ordinance.
In Article 26, "or the bond in custody has been delivered" and "or delivery" shall be deleted.
In heading of Article 29, "and bond in custody" shall be deleted;in paragraph 1 of the same Article, "or the purchase, custody, sale or delivery of the bond" shall be deleted and "the deposit or bond in custody" shall be amended as "the balance of deposit" , ", certificate of deposit or certificate of bond custody" as "or certificate of deposit" and "the rights of the depositor concerning the savings or bond in custody shall lapse;and the latter shall be reverted to the state treasury." as "the rights of the depositor concerning the deposits shall lapse." respectively;and in paragraph 2 of the same Article, "the special deposit" shall be amended as "the collection deposit and savings certificate" .
In Article 30, ", bond ledger offices" shall be deleted.
In Article 36 paragraph 1, "ten-sen-unit" shall be amended as "yen-unit" .
The title of Chapter and the name of Section,"
CHAPTER 4. Special Deposit
Section 1. Fixed Deposit"
shall be deleted.
Article 41 shall be amended as follows:
Article 41.(Designation of treating post office.) Ministry of Postal Services shall, at the request of the depositor of ordinary deposit, specify the post office where the treatment of deposits, withdrawals and others for the ordinary deposit shall be made, in accordance with the provisions of the Ministerial Ordinance.
When the post office has been specified under the provision of the preceding paragraph, no other post offices than the post office, shall treat the deposits, withdrawals and others for the savings account.
Ministry of Postal Services shall, at the request of the depositor, alter or cancel the designation of post office prescribed in paragraph 1, in accordance with the provisions of Ministerial Ordinance.
Article 42 to Article 44 inclusive shall be amended as follows:
Article 42 to Article 44. Deleted.
The name of Section, "Section 2. Collection Deposit" shall be amended as the title of Chapter, "CHAPTER 4. Collection Deposit" .
The following one Article shall be added next to Article 51:
Article 51-(2).(Collection deposits after maturity of the deferring period.) The collection deposit shall, after maturity of the deferring period, become the ordinary deposit.
In the case mentioned in the preceding paragraph, Ministry of Postal Services shall, at the request of the depositor, deliver a pass-book of ordinary deposit in exchange for the pass-book of collection deposit.
In case the application for delivery of the pass-book under the preceding paragraph is made, if the depositor has been making another deposit on a pass-book of ordinary deposit, Ministry of Postal Services shall transfer the ordinary deposit which has turned from the collection deposit to the other ordinary deposit, regardless of the provision of the preceding paragraph.
In case of paragraph 1, Ministry of Postal Services shall not treat the deposit or partial withdrawal on the pass-book of collection deposit.
The name of Section, "Section 3. Savings Certificate" shall be amended as the title of Chapter, "CHAPTER 5. Savings Certificate" .
In Article 52 paragraph 2, "month of withdrawal" shall be amended as "the next month of the month of withdrawal" .
The name of Section, "Section 4. Special Fixed, Deposit" shall be deleted.
Article 57 shall be amended as follows:
Article 57.(Savings certificate after ten years from the date of deposit.) The savings certificate shall, after expiration of period of ten y ars from the date of deposit, become the ordinary deposit.
In the case mentioned in the preceding paragraph, Ministry of Postal Services shall, at the request of the depositor, deliver a pass-book of ordinary deposit in exchange for the certificate of deposit.
In case the application for delivery of the pass-book under the preceding paragraph is made, if the depositor has been making another deposit on a pass-book of ordinary deposit, Ministry of Postal Services shall transfer the ordinary deposit which has turned from the savings certificate to the other ordinary deposit, regardless of the provision of the preceding paragraph.
In case of paragraph 1, Ministry of Postal Services shall not treat the deposit or partial withdrawal on the certificate of deposit of savings certificate.
With regard to the application of entire withdrawal of deposit which has become the ordinary deposit in accordance with the provision of paragraph 1, when it is made prior to the application for delivery of pass-book in accordance with the provision of paragraph 2, the provision of Article 55 shall apply mutatis mutandis.
Article 58 to Article 70 inclusive shall be deleted;and the name of Section, "Section 5. Special Deposit after the Maturity of Period" and the title of Chapter, "CHAPTER 5. Bond in Custody" shall be deleted.
