I hereby promulgate the Law for Partial Amendments to the Law for Allocation of Paper for Newspapers and Publications.

Law for Partial Amendments to the Law for Allocation of Paper for Newspapers and Publications
The Law for Allocation of Paper for Newspapers and Publications (Law No.211 of 1948) shall be partially amended as follows:
In Article 1, "and a Council for Allocation of Paper for Newspapers and Publications (hereinafter to be called'the Council')" shall be deleted.
In Article 3 paragraph 1 item 1, "and to make draft plan of allocation which shall be presented to the Council." shall be amended as "and to make allocations." ;in item 2 of the same paragraph, "in accordance with the resolutions made by the Council." shall be deleted;in item 4 of the same paragraph, "and refer them to the Council for consideration." shall be amended as "and, upon examination, take appropriate measures." ;in item 6 of the same paragraph, "the Council" shall be amended as "the Council for Allocation of Paper for Newspapers and Publications" ;in paragraph 2 of the same Article, "and the Council" shall be deleted;and paragraph 3 of the same Article shall be deleted.
Articles 5 and 6 shall be amended as follows:
(The Council for Allocation of Paper for Newspapers and Publications)
Article 5. The Council for Allocation of Paper for Newspapers and Publications (hereinafter to be called "the Council" ) to be established within the Prime Minister's Office shall, in response to the inquiry by the Prime Minister, consider on general matters concerning the allocation of paper for newspapers and publications.
2 The Council may make recommendations with respect to the matters prescribed in the preceding paragraph to the Prime Minister and the Ministers concerned.
Article 6. The Prime Minister must hear the opinion of the Council with respect to the formulation of general policies and standards concerning the allocation of paper for newspapers and publications.
In paragraph 3 of the Supplementary Provisions, "April 1, 1951" shall be amended as "April 1, 1952" .
Supplementary Provision:
This Law shall come into force as from the day of its promulgation.
