Law concerning Preparation for Repayment of the Debts Incurred by Japanese Consulates and Japanese Residents Associations
（在外公館等借入金の返済に関する法律案の提出その他の措置）
(Introduction to the Diet of the Bill concerning Repayment of the Debts Incurred by Japanese Diplomatic and Consular Establishments, Etc. and Other Measures)
第一條　政府は、在外公館等借入金（在外公館等借入金整理準備審査会法（昭和二十四年法律第百七十三号）の規定により外務大臣が国の債務として承認した借入金をいう。以下「借入金」という。）の返済を行うため、借入金を表示する現地通貨の評価基準、返済の方法その他借入金の返済に関し必要な事項を定める法律案をこの法律施行後最初に召集される国会に提出するとともに、昭和二十六年度中に借入金の返済を開始するため必要な措置を講じなければならない。
Article 1.　In order to make repayment of the debts incurred by Japanese diplomatic and consular establishments, etc.(meaning the debts confirmed by the Minister for Foreign Affairs as the obligations of the State in accordance with the provisions of the Law concerning the Preparation Committee for Liquidation of Debts Incurred by Japanese Consulates and Japanese Residents Associations (Law No.173 of 1949);hereinafter referred to as "the debts" ), the Government shall introduce a Bill to the Diet prescribing standards for appraisal of local currencies in which the debts are expressed, method of repayment and other necessary matters in connection with repaying the debts at the first session of the Diet called after the enforcement of this Law and shall also take measures needed for commencement of repayment of the debts within the Fiscal Year 1951-52.

(Standards for Method of Repayment)
第二條　前條の法律案において、借入金の返済の方法は、国民負担の衡平の見地から、公正且つ妥当な基準に基いて定められなければならない。
Article 2.　Method of repaying the debts in the bill mentioned in the preceding Article shall be decided on the basis of standards to be recognized as just and reasonable from the standpoint of equity of burden on the people.

(The Council for Appraisal of the Debts Incurred by Japanese Consulates and Japanese Residents Associations)
第三條　大蔵省に在外公館等借入金評価審議会（以下「審議会」という。）を置く。
Article 3.　The Council for Appraisal of the Debts Incurred by Japanese Consulates and Japanese Residents Associations (hereinafter referred to as "the Council" ) shall be established in the Ministry of Finance.
２　審議会は、大蔵大臣の諮問に応じ、第一條の法律案の準備に資するため必要な、借入金を表示する現地通貨の評価に関する事項を調査審議する。
2　The Council shall, in response to inquiries of the Minister of Finance, research and deliberate on matters regarding appraisal of local currencies in which the debts are expressed, necessary for preparing the Bill mentioned in Article 1.
第四條　審議会は、大蔵事務次官及び委員八人以内で組織する。
Article 4.　The Council shall consist of the Vice-Minister of Finance and members of not more than eight (8) in number.
２　大蔵事務次官は、審議会の会長として会務を総理する。
2　The Vice-Minister shall preside over the affairs of the Council as the Chairman.
３　委員は、外務省及び大蔵省の職員並びに学識経験のある者のうちから、大蔵大臣が任命する。この場合において、外務省及び大蔵省の職員のうちから任命する委員の数は、三人以内としなければならない。
3　The members shall be appointed by the Minister of Finance from among personnel of the Ministry of Foreign Affairs and the Ministry of Finance and persons of learning and experience. In this case, number of the members appointed from among personnel of the Ministry of Foreign Affairs and the Ministry of Finance shall not be more than three (3).
４　委員は、非常勤とする。
4　The members of the Council shall serve parttime.
第五條　前二條に定めるものの外、審議会に関し必要な事項は、政令で定める。
Article 5.　Necessary matters regarding the Council, other that those provided for in the preceding two Articles, shall be prescribed by Cabinet Order.
附　則
Supplementary Provisions:
１　この法律は、公布の日から施行する。
1　This Law shall come into force as from the day of its promulgation.
２　大蔵省設置法（昭和二十四年法律第百四十四号）の一部を次のように改正する。
2　The Ministry of Finance Establishment Law (Law No.144 of 1949) shall be partially amended as follows:
第十條に次の一号を加える。
The following one item shall be added to Article 10:
二十四　在外公館等借入金の返済の準備に関すること。

第十三條第一項の表中「
