現在、市町村農地委員会と都道府県農地委員会の委員任期は、それぞれ8月と9月に満了となる。来る地方選挙では、農地委員会の委員から立候補者が出て、相当数の欠員が予想される。現行の農地調整法では、この場合、原則として補欠選挙を実施しなければならない。そこで、任期満了6カ月前においては、各階層ごとの定員の2分の1に達するまでは、再選挙も補欠選挙も実施しないこととする改正を行うものである。また、選挙人名簿の据置に関する規定も改正内容に含まれている。
