人事院勧告に基づく一般職の職員の給与改訂に伴い、特別職の職員の給与についても一般職との権衡を図る必要が生じたため、特別職の職員の給与に関する法律を改正する。具体的には、内閣総理大臣等の俸給月額を3割から5割増給し、首都建設委員会委員等の日額手当を1,850円に引き上げ、食糧配給公団特別手当を3割から1割に改める。また、国会閉会中に新たに特別職となった職員を適用範囲に加える。
