Law for Construction of Hiroshima, Eternal Peace Commemorating City
（目的）
(Purpose)
第一條　この法律は、恒久の平和を誠実に実現しようとする理想の象徴として、廣島市を平和記念都市として建設することを目的とする。
Article 1.　The purpose of this Law shall be to provide for the construction of the eternal peace commemorating city of Hiroshima as the symbol of the human ideal for eternal peace.
（計画及び事業）
(Planning and Enterprise)
第二條　廣島平和記念都市を建設する特別都市計画（以下平和記念都市建設計画という。）は、都市計画法（大正八年法律第三十六号）第一條に定める都市計画の外、恒久の平和を記念すべき施設その他平和記念都市としてふさわしい文化的施設の計画を含むものとする。
Article 2.　Special city planning for the construction of the Hiroshima Eternal Peace Commemorating City (hereinafter referred to as the peace commemorating city construction planning) shall include, in addition to the city planning provided for in Article 1 of the City Planning Law (Law No.36 of 1919), the planning of the facilities which may be appropriate in commemorating eternal peace and furthermore the planning of such cultural facilities as may befit the eternal peace commemorating city.
２　廣島平和記念都市を建設する特別都市計画事業（以下平和記念都市建設事業という。）は、平和記念都市建設計画を実施するものとする。
2　The special city planning enterprise to construct the Hiroshima Eternal Peace Commemorating City (hereinafter referred to as the peace commemorating city construction enterprise) shall aim to put the peace commemorating city construction planning into practice.
（事業の援助）
(Assistance to Enterprise)
第三條　國及び地方公共團体の関係諸機関は、平和記念都市建設事業が、第一條の目的にてらし重要な意義をもつことを考え、その事業の促進と完成とにできる限りの援助を與えなければならない。
Article 3.　The organs concerned of the government and the local public entities shall, in view of the significance of the purpose mentioned in Article 1, render every possible assistance to the expedition and completion of the peace commemorating city construction enterprise.
（特別の助成）
(Special Subsidies)
第四條　國は、平和記念都市建設事業の用に供するために必要があると認める場合においては、國有財産法（昭和二十三年法律第七十三号）第二十八條の規定にかかわらず、その事業の執行に要する費用を負担する公共團体に対し、普通財産を讓與することができる。
Article 4.　Whenever it is deemed necessary for the execution of the peace commemorating city construction enterprise, the Government may transfer the common properties, regardless of the provisions of Article 28 of the National Property Law (Law No.73 of 1948), to the local public entities which will bear the expenses necessary for execution of the construction enterprise.

(Reports)
第五條　平和記念都市建設事業の執行者は、その事業がすみやかに完成するように努め、少くとも六箇月ごとに、建設大臣にその進捗状況を報告しなければならない。
Article 5.　The executioners of the peace commemorating city construction enterprise shall make efforts for the expedition of the construction enterprise and shall submit reports on their progress to the Minister of Construction at least once every six months.
２　内閣総理大臣は、毎年一回國会に対し、平和記念都市建設事業の状況を報告しなければならない。
2　The Prime Minister shall report to the Diet once every year on the progress of the peace commemorating city construction enterprise.
（廣島市長の責務）
(Responsibility of the Mayor of Hiroshima)
第六條　廣島市の市長は、その住民の協力及び関係諸機関の援助により、廣島平和記念都市を完成することについて、不断の活動をしなければならない。
Article 6.　The Mayor of Hiroshima shall make continuous activities for the perfection of the Hiroshima Eternal Peace Commemorating City, with the co-operation of its inhabitants and by support of the organs concerned.
（法律の適用）
(Application of the Law)
第七條　平和記念都市建設計画及び平和記念都市建設事業については、この法律に特別の定がある場合を除く外、特別都市計画法（昭和二十一年法律第十九号）及び都市計画法の適用があるものとする。
Article 7.　Unless otherwise provided for by this Law, the Special City Planning Law (Law No.19 of 1946) and the City Planning Law shall be applicable to the peace commemorating city construction planning and the peace commemorating city construction enterprise.
附　則
Supplementary Provisions:
１　この法律は、公布の日から施行する。
1.　This Law shall come into force as from the day of its promulgation.
２　この法律施行の際現に執行中の廣島特別都市計画事業は、これを平和記念都市建設事業とし、第二條第二項の趣旨に合致するように都市計画法第三條の規定による手続を経て、これを変更しなければならない。
2.　The city planning projects and enterprises under execution in the city of Hiroshima, at the time of the enforcement of this Law shall be considered as the peace commemorating city construction enterprise and shall be modified, pursuant to the provisions of Article 3 of the City Planning Law, so as to conform to the purport as set forth in Article 2 paragraph 2 of this Law.
