郵政省設置法の一部を改正する法律
The Law for Partial Amendments to the Ministry of Postal Services Establishment Law
郵政省設置法（昭和二十三年法律第二百四十四号）の一部を次のように改正する。
The Ministry of Postal Services Establishment Law (Law No.244 of 1948) shall be partially amended as follows:

Supplementary Provision
第三條第一項中「政府機関」を「行政機関」に改める。
In Article 3 paragraph 1, "Governmental agency" shall be amended as "Administrative organ."
第四條第一号中「契約」を「支出負担行爲」に改め、同條中第二十二号を第二十三号とし、第二十二号として、次の一号を加える。
In Article 4 item (1), "contracts" shall be amended as "obligations," item (22) in the same Article shall be item (23), and the following item shall be added as item (22):
二十二　郵政事業の運営に妨げのない限り、委託により郵便に関する物品を加工し、又は郵政事業特別会計の保有する物品を賣り渡すこと。
(22)　To remodel articles used in mail service when entrusted, or to sale articles owned by the Postal Services Special Account, so far as the operation of postal services is not disturbed.
第五條を次のように改める。
Article 5 shall be amended as follows:

第五條　郵政省に大臣官房及び左の各局を置く。
Article 5.　The Ministry of Postal Services shall have the Minister's Secretariat and Bureaus as enumerated below:
監察局
Postal Inspection Bureau;
郵務局
Postal Bureau;
貯金局
Postal Savings Bureau;
簡易保險局
Post Office Life Insurance Bureau;
経理局
Accounts and Finance Bureau.
２　大臣官房に人事部、資材部及び建築部を置く。
2　Minister's Secretariat shall have the Personnel Division, Supply Division and Building and Repairs Division.
第六條中第十号及び第十一号をそれぞれ第十七号及び第十八号とし、第十号から第十六号までとして次の七号を加える。
In Article 6, items (10) and (11) shall be amended as items (17) and (18) respectively, and the following seven items shall be added as items (10) to (16) inclusive:
十　人事に関し、左に掲げる事務を処理すること。
(10)　Performance of following businesses related to personnel affairs.
（１）　職員の職階、任免、分限、懲戒、服務及び教養に関すること。
1)　Classification, appointment and dismissal of personnel;their status and disciplinary punishment, performance of duty and refinement;
（２）　職員の需要及び採用に関する計画案の取りまとめをすること。
2)　Summarization of plans for the requirements and recruitment of personnel to serve in the Ministry;
（３）　職員の定員に関すること。
3)　Fixed number of personnel;
（４）　職員の厚生及び保健に関する事務を処理し、並びに必要な施設を設置し、及び管理すること。
4)　Welfare and sanitation for personnel and establishment and maintenance of facilities necessary thereto;
（５）　職員に貸與する宿舍を設置し、及び管理すること。
5)　Establishment and maintenance of housing to be rented to personnel;
（６）　職員の訓練に関し、取りまとめをすること。
6)　Summarization of plans concerning the training of personnel;
（７）　郵政省共済組合に関する法令の執行に関する事務を処理すること。
7)　Enforcement of laws and orders pertaining to the Ministry of Postal Services Mutual Aids Association.
十一　資材及び物品に関し、左に掲げる事務を処理すること。
(11)　Performance of following businesses related to materials and articles.
（１）　各部局の要求する資材及び物品の需要計画の取りまとめ及び割当に関すること。
1)　Summarization of demand and supply projects of materials and articles required by respective bureaus and divisions, and allocation thereof;
（２）　資材及び物品を購入し、借り入れ、修理し、加工し、出納し、保管し、及び配給すること。
2)　Purchase, borrowing, repairs, remodelling, warehousing, custody and delivery of materials and articles;
（３）　倉庫及び工場を設置し、及び管理すること。
3)　Establishment and maintenance of warehouses and repair shops;
（４）　不用となつた資材及び物品を処分すること。
4)　Disposal of unnecessary materials and articles;
（５）　委託により郵便に関する物品を加工し、又は郵政事業特別会計の保有する物品を賣り渡すこと。
5)　To remodel articles used in mail service when entrusted;or to sale articles owned by the Postal Services Special Account.
十二　土地、建物、工作物又は船舶並びにその附帶設備（以下不動産という。）又は國有財産に関し、左に掲げる事務を処理すること。
(12)　Performance of following businesses related to lands, buildings, structures, waterborne crafts and subsidiary equipments (hereinafter referred to as real estate or national properties).
（１）　各部局の要求する不動産の工事を設計し、及び施行すること。
1)　Design and execution of works of the real estate by request of respective bureaus;
（２）　各部局の要求により、不動産を取得し、及び処分すること。
2)　Acquisition and disposal of the real estate by request of respective bureaus;
（３）　國有財産及び借入不動産の保存に関すること。
3)　Maintenance of national properties and the real estate borrowed;
（４）　不動産に関する工事の契約をすること。
4)　Conclusion of contracts relating to the real estate.
十三　所部の職員の需要及び採用に関する計画案を作成すること。
(13)　Establishment of plans for the requirements and recruitment of personnel of the Minister's Secretariat.
十四　所部の職員を訓練すること。
(14)　Training of personnel of the Minister's Secretariat.
十五　大臣官房の所掌事務に関する事務取扱方法を制定し、及び実施すること。
(15)　Establishment and execution of operating procedures for the businesses under the jurisdiction of the Minister's Secretariat.
十六　大臣官房の所掌事務に関する予算案を準備し、及び成立予算に基く業務計画を実施すること。
(16)　Preparation of draft budgets related to the businesses under the jurisdiction of the Minister's Secretariat and the performance of projects based upon approved budgets.
第六條に次の三項を加える。
The following three paragraph shall be added to Article 6:
２　人事部においては、前項第十号に掲げる事務及び第十三号から第十八号までに掲げる事務（但し、同項第十号に掲げる事務に係るものに限る。）をつかさどる。
2　The Personnel Division shall take charge of the businesses mentioned in items (10), (13) to (18) inclusive of the preceding paragraph (however, limited to those connected with businesses mentioned in item (10) of the same paragraph).
３　資材部においては、第一項第十一号に掲げる事務及び第十三号から第十八号までに掲げる事務（但し、同項第十一号に掲げる事務に係るものに限る。）をつかさどる。
3　The Supply Division shall take charge of the businesses mentioned in items (11), (13) to (18) inclusive of paragraph 1 (however, limited to those connected with businesses mentioned in item (11) of the same paragraph).
４　建築部においては、第一項第十二号に掲げる事務及び第十三号から第十八号までに掲げる事務（但し、同項第十二号に掲げる事務に係るものに限る。）をつかさどる。
4　The Building and Repairs Division shall take charge of the businesses mentioned in items (12), (13) to (18) inclusive of paragraph 1 (however, limited to those connected with businesses mentioned in item (12) of the same paragraph).
第十一條を削り、第十二條を第十一條とする。
Article 11 shall be deleted, and Article 12 shall be Article 11.
第十三條及び第十四條を削り、第十五條第四項中「第十一條から第十四條まで」を「第十一條」に改め、同條に第五項として次の一項を加え、同條を第十二條とする。
Articles 13 and 14 shall be deleted, in Article 15 paragraph 4, "Articles 11 to 14" shall be amended as "Article 11" and the following paragraph shall be added as paragraph 5, and the same Article shall be Article 12:
５　第一項の地方機関は、それぞれ第五條に掲げる各部局の所轄の下に、その所掌事務を遂行しなければならない。
5　The local organs mentioned in paragraph 1 shall perform their businesses under the respective jurisdiction of the Minister's Secretariat and bureaus mentioned in Article 5.
第十六條第四項中「内部組織の細目は、郵政大臣が定める。」を「内部組織は、郵政省令で定める。」に改め、同條第二項及び第三項を削り、第四項を第二項とし、以下二項ずつ繰り上げ、同條を第十三條とする。
In Article 16 paragraph 4, "detail of subdivisions shall be determined by the Minister of Postal Services" shall be amended as "internal organization shall be provided for by Ministry of Postal Services Ordinance," paragraphs 2 and 3 of the same Article shall be deleted, paragraph 4 shall be paragraph 2, and the succeeding paragraphs shall be shifted up by two numbers, and the same Article shall be Article 13.
第十七條中「第二十二條」を「第十九條」に改め、同條を第十四條とし、以下第二十條まで三條ずつ繰り上げる。
In Article 17, "Article 22" shall be amended as "Article 19," and the same Article shall be Article 14, and the succeeding Articles to Article 20 inclusive shall be shifted up by three numbers.
第二十一條中「第十七條」を「第十四條」に改め、同條を第十八條とする。
In Article 21, "Article 17" shall be amended as "Article 14," and the same Article shall be Article 18.
第二十二條第一項の表中郵政省共済組合審査会及び郵政省共済組合運営審議会の部を削り、同條を第十九條とする。
In the table in Article 22 paragraph 1, the parts of Ministry of Postal Service Mutual Aids Association Investigation Committee and Advisory Council for the Management of Ministry of Postal Services Mutual Aids Association shall be deleted, and the same Article shall be Article 19.
第二十三條中「職員」の下に「の任免、昇任、懲戒その他人事管理に関する事項」を加え、同條を第二十條とする。
In Article 23, "appointment of dismissal, promotion, disciplinary punishment or other businesses related to personnel administration of the" shall be added after "with respect," and the same Article shall be Article 20.
第二十四條を削る。
Article 24 shall be deleted.
第二十五條を次のように改める。

(Special Positions)
第二十一條　監察局、郵務局、貯金局及び簡易保險局に、次長各一人を置く。
Article 21.　The Postal Inspection Bureau, Postal Bureau, Postal Savings Bureau and Post Office Life Insurance Bureau shall have one deputy chief respectively.
２　次長は、局長を助け、局務を整理する。
2　The deputy chiefs shall, assisting the chiefs, administer the businesses of the respective bureaus.
第二十六條から第三十一條までを四條ずつ繰り上げる。
Articles 26 to 31 inclusive shall be shifted up by four numbers.
第三十二條中「政令で、又は政令の委任により」を削り、同條を第二十八條とする。
In Article 32, "by cabinet order, or by the Minister of Postal Services authorized by cabinet order" shall be deleted, and the same Article shall be Article 28.
附　則
Supplementary Provision:
この法律は、公布の日から施行する。
This Law shall come into force as from the day of its promulgation.
