The Ministry of Postal Services Establishment Law (Law No.244 of 1948) shall be partially amended as follows:

Supplementary Provision
In Article 3 paragraph 1, "Governmental agency" shall be amended as "Administrative organ."
In Article 4 item (1), "contracts" shall be amended as "obligations," item (22) in the same Article shall be item (23), and the following item shall be added as item (22):
(22) To remodel articles used in mail service when entrusted, or to sale articles owned by the Postal Services Special Account, so far as the operation of postal services is not disturbed.
Article 5 shall be amended as follows:
(Internal Subdivisions)
Article 5. The Ministry of Postal Services shall have the Minister's Secretariat and Bureaus as enumerated below:
Postal Inspection Bureau;
Postal Bureau;
Postal Savings Bureau;
Post Office Life Insurance Bureau;
Accounts and Finance Bureau.
2 Minister's Secretariat shall have the Personnel Division, Supply Division and Building and Repairs Division.
In Article 6, items (10) and (11) shall be amended as items (17) and (18) respectively, and the following seven items shall be added as items (10) to (16) inclusive:
(10) Performance of following businesses related to personnel affairs.
1) Classification, appointment and dismissal of personnel;their status and disciplinary punishment, performance of duty and refinement;
2) Summarization of plans for the requirements and recruitment of personnel to serve in the Ministry;
3) Fixed number of personnel;
4) Welfare and sanitation for personnel and establishment and maintenance of facilities necessary thereto;
5) Establishment and maintenance of housing to be rented to personnel;
6) Summarization of plans concerning the training of personnel;
7) Enforcement of laws and orders pertaining to the Ministry of Postal Services Mutual Aids Association.
(11) Performance of following businesses related to materials and articles.
1) Summarization of demand and supply projects of materials and articles required by respective bureaus and divisions, and allocation thereof;
2) Purchase, borrowing, repairs, remodelling, warehousing, custody and delivery of materials and articles;
3) Establishment and maintenance of warehouses and repair shops;
4) Disposal of unnecessary materials and articles;
5) To remodel articles used in mail service when entrusted;or to sale articles owned by the Postal Services Special Account.
(12) Performance of following businesses related to lands, buildings, structures, waterborne crafts and subsidiary equipments (hereinafter referred to as real estate or national properties).
1) Design and execution of works of the real estate by request of respective bureaus;
2) Acquisition and disposal of the real estate by request of respective bureaus;
3) Maintenance of national properties and the real estate borrowed;
4) Conclusion of contracts relating to the real estate.
(13) Establishment of plans for the requirements and recruitment of personnel of the Minister's Secretariat.
(14) Training of personnel of the Minister's Secretariat.
(15) Establishment and execution of operating procedures for the businesses under the jurisdiction of the Minister's Secretariat.
(16) Preparation of draft budgets related to the businesses under the jurisdiction of the Minister's Secretariat and the performance of projects based upon approved budgets.
The following three paragraph shall be added to Article 6:
2 The Personnel Division shall take charge of the businesses mentioned in items (10), (13) to (18) inclusive of the preceding paragraph (however, limited to those connected with businesses mentioned in item (10) of the same paragraph).
3 The Supply Division shall take charge of the businesses mentioned in items (11), (13) to (18) inclusive of paragraph 1 (however, limited to those connected with businesses mentioned in item (11) of the same paragraph).
4 The Building and Repairs Division shall take charge of the businesses mentioned in items (12), (13) to (18) inclusive of paragraph 1 (however, limited to those connected with businesses mentioned in item (12) of the same paragraph).
Article 11 shall be deleted, and Article 12 shall be Article 11.
Articles 13 and 14 shall be deleted, in Article 15 paragraph 4, "Articles 11 to 14" shall be amended as "Article 11" and the following paragraph shall be added as paragraph 5, and the same Article shall be Article 12:
5 The local organs mentioned in paragraph 1 shall perform their businesses under the respective jurisdiction of the Minister's Secretariat and bureaus mentioned in Article 5.
In Article 16 paragraph 4, "detail of subdivisions shall be determined by the Minister of Postal Services" shall be amended as "internal organization shall be provided for by Ministry of Postal Services Ordinance," paragraphs 2 and 3 of the same Article shall be deleted, paragraph 4 shall be paragraph 2, and the succeeding paragraphs shall be shifted up by two numbers, and the same Article shall be Article 13.
In Article 17, "Article 22" shall be amended as "Article 19," and the same Article shall be Article 14, and the succeeding Articles to Article 20 inclusive shall be shifted up by three numbers.
In Article 21, "Article 17" shall be amended as "Article 14," and the same Article shall be Article 18.
In the table in Article 22 paragraph 1, the parts of Ministry of Postal Service Mutual Aids Association Investigation Committee and Advisory Council for the Management of Ministry of Postal Services Mutual Aids Association shall be deleted, and the same Article shall be Article 19.
In Article 23, "appointment of dismissal, promotion, disciplinary punishment or other businesses related to personnel administration of the" shall be added after "with respect," and the same Article shall be Article 20.
Article 24 shall be deleted.
Article 25 shall be amended as follows:
(Special Positions)
Article 21. The Postal Inspection Bureau, Postal Bureau, Postal Savings Bureau and Post Office Life Insurance Bureau shall have one deputy chief respectively.
2 The deputy chiefs shall, assisting the chiefs, administer the businesses of the respective bureaus.
Articles 26 to 31 inclusive shall be shifted up by four numbers.
In Article 32, "by cabinet order, or by the Minister of Postal Services authorized by cabinet order" shall be deleted, and the same Article shall be Article 28.
Supplementary Provision:
This Law shall come into force as from the day of its promulgation.
