Law for Establishment of National Institutions for Guidance no Rehabilitation of Physically Handicapped Persons
（設置）
(Establishment)
第一條　身体障害者の更生を指導するため、厚生省に國立身体障害者更生指導所を設置する。
Article 1.　The National Institutions for the Guidance on Rehabilitation of the Physically Handicapped Persons shall be established under the Ministry of Welfare in order to provide guidance on the rehabilitation of the physically handicapped persons.
（業務）
(Functions)
第二條　國立身体障害者更生指導所は、左の業務を行うものとする。
Article 2.　The National Instituitions for the Guidance on Rehabilitation of the Physically Handicapped Persons shall perform the following functions:
一　身体障害者の相談に應じ、医学的、心理学的及び職能的判定に基き、社会的更生の方途を指導すること。
(1)　To provide consultation services for the physically handicapped persons, and to offer guidance in the means of social rehabilitation of these persons on the basis of medical, psychological and occupational diagnosis.
二　身体障害者を收容し、その医学的及び社会的更生のため必要な指導及び訓練を行うこと。
(2)　To accommodate physically handicapped persons, and to conduct guidance and training necessary for the medical-social rehabilitation of the physically handicapped persons.
２　前項に規定する業務の外、厚生大臣は、必要があると認めるときは、労働大臣と協議の上、國立身体障害者更生指導所をして、労働大臣の委託を受けて職業補導を行わせることができる。
2　The Minister of Welfare may, in case he deems it necessary, make the National Institution for the Guidance on Rehabilitation of the Physically Handicapped Persons conduct the vocational training entrusted by the Minister of Labor, the business other than those provided for in the preceding paragraph, after consultation with the same Minister.
３　國立身体障害者更生指導所に、身体障害者の福祉のための事業に從事する者の養成施設を附置することができる。
3　A training facility for those who are or will be engaged in welfare programs for the physically handicapped persons may be established in the respective National Institution for the Guidance on Rehabilitation of the Physically Handicapped Persons.

第三條　國立身体障害者更生指導所に、所長及び所員を置く。
Article 3.　Each National Institution for the Guidance on Rehabilitation of the Physically Handicapped Persons shall have a director and the staff.
２　所長及び所員は、厚生大臣が命ずる。
2　The director and the staff shall be appointed by the Minister of Welfare.
３　所長は、厚生大臣の指揮監督を受けて、所務を掌理する。
3　The director shsll direct the work of the said National Institution under the direction and Supervision of the Minister of Welfare.
４　所員は、所長の監督を受けて、所務をつかさどる。
4　The staff shall manage the work of the said National Institution under the supervision of the director.
５　國立身体障害者更生指導所には、第一項に規定するものの外、必要な職員を置くことができる。
5　In addition to those provided for in paragraph 1, the National Institutions for the Guidance on Rehabilitation of the Physically Handicapped Persons may have necessary members of the staff.
（命令への委任）
(Delegation to Ordinance)
第四條　國立身体障害者更生指導所の位置、名称、内部組織その他運営に関する必要な事項について、國家公務員法（昭和二十二年法律第百二十号）その他の法律に別段の定のないときは、厚生省令でこれを定める。
Article 4.　The location, names, internal organization and other matters necessary for the operation of the National Institutions for the Guidance on Rehabilitation of the Physically Handicapped Persons other than those provided for in the National Public Service Law (Law No.120 of 1947) or other Laws, shall be stipulated by Ministry of Welfare Ordinance.
附　則
Supplementary Provision:
この法律は、昭和二十四年十月一日から施行する。
The present Law shall come into force as from October 1, 1949.
