2 For the purpose of increasing the capital referred to in the preceding paragraph, 10,000,000 yen may be transferred from the fund of the Mint respectively for the fiscal years 1948-49 and 1949-50.
第二條 造幣局特別会計法（大正四年法律第九号）の一部を次のように改正する。
Article 2. A part of the Mint Special Account Law (Law No.9 of 1915) shall be amended as follows:
第九條ノ二の次に次の一條を加える。
Next to Article 9-(2), the following Article shall be added:
Article 9-(3). In the present account, those appropriations disbursement of which is obliged and is not done within the fiscal year concerned, may be carried forward to and used in the following fiscal year.
前項ノ規定ニ依ル繰越ニ付テハ財政法第四十三條ノ規定ハ之ヲ適用セズ
To the carrying forward under the provisions of the preceding paragraph, the provisions of Article 43 of the Finance Law shall not apply.
大藏大臣第一項ノ規定ニ依ル繰越ヲ爲シタルトキハ会計檢査院ニ之ヲ通知スベシ
When the Minister of Finance made the carrying forward under the provisions of paragraph 1, he shall notify the Board of Audit of it.
In case the carrying forward was made under the provisions of paragraph 1, the said appropriations shall be deemed as the appropriations allocated under the provisions of Article 31, paragraph 1 of the Finance Law.

Supplementary Provision:
この法律は、公布の日から施行する。
The present Law shall come into force as from the day of its promulgation.
