Article 1.　The present Law aims to regulate, and prevent the increase the number of personnel in administrative organs till the time of coming into force of the National Administrative Organization Law (Law No.120 of 1948), and thus, to contribute to the realization of proper size and scope of the national administration structure.

Article 2.　Administrative organs mentioned in this Law mean the Prime Minister's Office, the Attorney-General's Office, the various Ministries, and the independent organizations attached thereto (including the Special Procurement Board).

Article 3.　On and after January 1, 1949, no establishment or increase of the fixed number of personnel in administrative organs may be made except by law. This shall not apply, however, to the establishment or increase of the fixed number of personnel for which the budgetary appropriation has already been approved by the Diet prior to December 31, 1948.

Article 4.　Among the personnel in a administrative organs, in regard to those of whom the number is not fixed by law or order (or, in case it is authorized by law to fix the number by ordinances or other special orders, by such ordinance or order-hereinafter the same shall apply), their number shall be fixed within the limits of the budgetary appropriations, by law or order, not later than December 31, 1948.

Article 5.　The chiefs of administrative organs shall report monthly the number of personnel employed by the respective organs to the Director of the Administrative Management Agency.
