Agricultural Improvement Service Establishment Law
(Establishment)
Article 1. As the internal subdivision of the Ministry of Agriculture and Forestry, the Agricultural Improvement Service shall be set up for the purpose of promoting the public welfare by providing for the acquisition, extension and exchange among the farmers of useful, appropriate and practical information on subjects related to agriculture (exclusive of sericultural and silkmanufacturing industries, the same shall apply hereinafter) in order to develop more efficient farming methods, increase agricultural production and improve farm-living conditions.
(Specific Functions)
Article 2. The Agricultural Improvement Service shall take charge of the following matters and shall exercise its competence within the scope in conformity with the stipulation of Law including the Orders pursuant to Law):
1. Matters relating to the planning of neturalscientific experiments and researches of agriculture and farm-living, and matters relating to the liaison and coordination of experiments and researches conducted by the experiment and research institutes concerned.
2. Matters relating to the planning and execution of economic researches of agriculture and farm-living and matters relating to the liaison and coordination of researches conducted by the research institutes concerned.
3. Matters relating to the extension and exchange of informations concerning agriculture and farm-living.
4. Matters relating to the payments of the grant-in-aid and the money in trust in conformity with the Law concerning Improvement and Promotion of Agriculture (Law No.165 of 1948).
5. Matters relating to the advancement of the abilities of the persons who conduct the experiments and researches of agriculture and farm-living.
6. Matters relating to the advancement of the abilities of the persons who engage in the works of extension and exchange of the informations concerning agriculture and farm-living.
7. Matters relating to the investigation of situations and results of researches conducted by the experiment and research institutes concerned.
8. Matters relating to the investigation of the situations of execution and results of the works of exchange and extension of the informations related to agriculture and farm-living.
9. Matters relating to the collection, adjustment and publication of the data of experiments and research and extention and exchange of information of agriculture and farm-living.
(Organs)
Article 3. The Agricultural Improvement Service shall have the following three divisions:
Technical Research Division
Economic Research Division
Extension Division
(Technical Research Division)
Article 4. The Technical Research Division shall take charge of the following matters:
1. Matters of Article 2, Item 1.
2. Matters relating to the natural-scientific experiments and researches of agriculture and farm-living among the matters of Items 4, 5, 7 and 9 of the same Article.
(Economic Research Division)
Article 5. The Economic Research Division shall take charge of the following matters:
1. Matters of Article 2, Item 2;
2. Matters relating to the economic researches of agriculture and farm-living among the matters of Items 4, 5, 7 and 9 of the same Article.
(Extension Division)
Article 6. The Extension Division shall take charge of the following matters:
1. Matters of Items 3, 6 and 8 of Article 2;
2. Matters relating to the extension and exchange of the informations of agriculture and farm-living among the matters of Items 4 and 9 of the same Article.
(Details of Organs)
Artible 7. The details of the organs of the Agricultural Improvement Service shall be provided for by the Minister of Agriculture and Forestry.
(Publication of Reports)
Article 8. The Minister of Agriculture and Forestry shall make public, at least once a year, the most detailed reports on situations and results of the experiments and researches relating to agriculture and farm-living.
(Officials and Employees)
Article 9. The Ministry of Agriculture and Forestry shall have necessary officials and employees who shall take charge of the matters provided for in Article 2.
2. Necessary matters corcerning the officials and employees of the preceding paragraph shall be provided for by Cabinet Order.
Supplementary Provision:
Article 10. The enforcement date of this Law shall be provided for by Cabinet Order within thirty days counting from the day of its promulgation.
