（設置）
(Establishment)
第一條　能率的な農法の発達、農業生産の増大及び農民生活の改善のために、農民が農業（蚕糸業を除く。以下同じ。）に関する諸問題につき有益、適切且つ実用的な知識を得、これを普及交換して公共の福祉を増進するため、農林省の内部部局として農業改良局を設置する。
Article 1.　As the internal subdivision of the Ministry of Agriculture and Forestry, the Agricultural Improvement Service shall be set up for the purpose of promoting the public welfare by providing for the acquisition, extension and exchange among the farmers of useful, appropriate and practical information on subjects related to agriculture (exclusive of sericultural and silkmanufacturing industries, the same shall apply hereinafter) in order to develop more efficient farming methods, increase agricultural production and improve farm-living conditions.
（所掌事務）
(Specific Functions)
第二條　農業改良局の所掌事務の範囲は左の通りとし、その権限の行使は、その範囲内で法律（法律に基く命令を含む。）に從つてなされなければならない。
Article 2.　The Agricultural Improvement Service shall take charge of the following matters and shall exercise its competence within the scope in conformity with the stipulation of Law including the Orders pursuant to Law):
一　農業及び農民生活に関する自然科学的試驗研究の企画に関する事務並びに関係試驗研究機関の行う当該試驗研究の連絡調査に関する事務を処理すること。
1.　Matters relating to the planning of neturalscientific experiments and researches of agriculture and farm-living, and matters relating to the liaison and coordination of experiments and researches conducted by the experiment and research institutes concerned.
二　農業及び農民生活に関する経済学的研究の企画及び実施に関する事務並びに関係研究機関の行う当該研究の連絡調整に関する事務を処理すること。
2.　Matters relating to the planning and execution of economic researches of agriculture and farm-living and matters relating to the liaison and coordination of researches conducted by the research institutes concerned.
三　農業及び農民生活に関する知識の普及交換に関する事務を処理すること。
3.　Matters relating to the extension and exchange of informations concerning agriculture and farm-living.
四　農業改良助長法（昭和二十三年法律第百六十五号）に基く補助金及び委託金の交付に関する事務を処理すること。
4.　Matters relating to the payments of the grant-in-aid and the money in trust in conformity with the Law concerning Improvement and Promotion of Agriculture (Law No.165 of 1948).
五　農業及び農民生活に関する試驗研究を行う者の能力の向上に関する事務を処理すること。
5.　Matters relating to the advancement of the abilities of the persons who conduct the experiments and researches of agriculture and farm-living.
六　農業及び農民生活に関する知識の普及交換に関する事務に從事する者の能力の向上に関する事務を処理すること。
6.　Matters relating to the advancement of the abilities of the persons who engage in the works of extension and exchange of the informations concerning agriculture and farm-living.
七　関係試驗研究機関の研究の状況及びその成果の調査に関する事務を処理すること。
7.　Matters relating to the investigation of situations and results of researches conducted by the experiment and research institutes concerned.
八　農業及び農民生活に関する知識の普及交換に関する事務の実施の状況及びその成果の調査に関する事務を処理すること。
8.　Matters relating to the investigation of the situations of execution and results of the works of exchange and extension of the informations related to agriculture and farm-living.
九　農業及び農民生活に関する試驗研究及び知識の普及交換に関する資料の收集、整理及び刊行に関する事務を処理すること。
9.　Matters relating to the collection, adjustment and publication of the data of experiments and research and extention and exchange of information of agriculture and farm-living.

(Organs)
第三條　農業改良局に左の三部を置く。
Article 3.　The Agricultural Improvement Service shall have the following three divisions:
技術研究部
Technical Research Division
経済研究部
Economic Research Division
普及部
Extension Division

(Technical Research Division)
第四條　技術研究部においては、左の事務を分掌する。
Article 4.　The Technical Research Division shall take charge of the following matters:
一　第二條第一号の事務
1.　Matters of Article 2, Item 1.
二　同條第四号、第五号、第七号及び第九号の事務のうち、農業及び農民生活に関する自然科学的試驗研究に関するもの
2.　Matters relating to the natural-scientific experiments and researches of agriculture and farm-living among the matters of Items 4, 5, 7 and 9 of the same Article.
（経済研究部）
(Economic Research Division)
第五條　経済研究部においては、左の事務を分掌する。
Article 5.　The Economic Research Division shall take charge of the following matters:
一　第二條第二号の事務
1.　Matters of Article 2, Item 2;
二　同條第四号、第五号、第七号及び第九号の事務のうち、農業及び農民生活に関する経済学的研究に関するもの
2.　Matters relating to the economic researches of agriculture and farm-living among the matters of Items 4, 5, 7 and 9 of the same Article.
（普及部）
(Extension Division)
第六條　普及部においては、左の事務を分掌する。
Article 6.　The Extension Division shall take charge of the following matters:
一　第二條第三号、第六号及び第八号の事務
1.　Matters of Items 3, 6 and 8 of Article 2;
二　同條第四号及び第九号の事務のうち、農業及び農民生活に関する知識の普及交換に関するもの
2.　Matters relating to the extension and exchange of the informations of agriculture and farm-living among the matters of Items 4 and 9 of the same Article.
（組織の細目）
(Details of Organs)
第七條　農業改良局の組織の細目については、農林大臣がこれを定める。
Artible 7.　The details of the organs of the Agricultural Improvement Service shall be provided for by the Minister of Agriculture and Forestry.
（報告の公表）
(Publication of Reports)
第八條　農林大臣は、毎年少くとも一回、農業及び農民生活に関する試驗研究の状況並びにその成果について、できるだけ詳細な報告を公表しなければならない。
Article 8.　The Minister of Agriculture and Forestry shall make public, at least once a year, the most detailed reports on situations and results of the experiments and researches relating to agriculture and farm-living.
（職員）
(Officials and Employees)
第九條　第二條に規定する事務を掌らしめるため、農林省に所要の職員を置く。
Article 9.　The Ministry of Agriculture and Forestry shall have necessary officials and employees who shall take charge of the matters provided for in Article 2.
２　前項の職員について必要な事項は、政令でこれを定める。
2.　Necessary matters corcerning the officials and employees of the preceding paragraph shall be provided for by Cabinet Order.
附　則
Supplementary Provision:
第十條　この法律施行の期日は、その公布の日から起算して三十日をこえない期間内において、政令でこれを定める。
Article 10.　The enforcement date of this Law shall be provided for by Cabinet Order within thirty days counting from the day of its promulgation.
