I hereby give My sanction to the Imperial Ordinance concerning the partial amendments to the Food Control Law Enforcement Ordinance and cause the same to be promulgated.

Imperial Ordinance No. 191
食糧管理法施行令の一部を次のように改正する。
The following partial amendments shall be made to the Food Control Law Enforcement Ordinance:
Art. 10-(6). Any grower of miscellaneous cereals shall, pursuant to the provisions of the Ordinance in accordance with the provisions of Art. 9 of the Food Control Law, sell to the Government such cereals grown by him as are provided by the Ordinance.
Art. 10-(7). The Minister of Agriculture and Forestry or the prefectural governor concerned may, if he deems it necessary, place any grower of cereals under restrictions as may be necessary with respect to the sale or consignment for sale of cereals to be effected by him except in cases where the sale is to be made in pursuance to the provisions of the preceding Article in accordance with the provisions of Art. 9 of the Food Control Law.
第十條ノ八 第九條ノ規定ハ甘藷、馬鈴薯、澱粉又ハ雜穀ニ付之ヲ準用ス
Art. 10-(8). The provisions of Art. 9 shall apply with the necessary modifications to sweet potatoes, Irish potatoes, starch or cereals.
第十一條ノ五を第十一條ノ六とし、第十一條ノ四を第十一條ノ五とする。
Art. 11-(5) shall be made to Art. 11-(6), and Art. 11-(4) made to Art. 11-(5).
Art. 11-(4). The Minister of Agriculture and Forestry or the prefectural governor concerned may, if he deems it necessary place any person who manufactures any article other than staple food from staple food as its raw material or material under restrictions as may be necessary with respect to the consumption or use of those staple food which are the raw material or material of such an article.

Supplementary Provision:
この勅令は、公布の日から、これを施行する。
The present Ordinance shall come into force as from the day of its promulgation.
