I hereby give My sanction to the Imperial Ordinance concerning the partial amendments to be made to the Regulations governing the Organization of the Sections and Staff belonging to the Cabinet and cause the same to be promulgated.

Imperial Ordinance No. 157
Article 1. The following partial amendments shall be made to the Regulations governing the Organization of the Sections and Staff belonging to the Cabinet.
Article 6. The Statistics Bureau shall take charge of the following matters:
1. Population census and other statistical investigation concerning the basis of the status of the country.
2. Execution of statistical investigation entrusted by Ministeries or summings of statistical investigation entructed by others.
3. Matters concerning the execution of training of statistic staff.
4. Matters concerning the publication of press on statistics and collection of statistic data.
5. Matters concerning inquiry into statistical technique.
Article 2. The following partial amendments shall be made to the Regulations governing the Organization of the Statistics Committee.
Article 1. The Statistics Committee shall, under the control of the Prime Minister, take charge of the following matters:
1. Matters concerning coordination and adjustment of the statistical investigation.
2. Matters concerning the enforcement of the Statistics Law.
3. Matters concerning the training plan and the examination of statistics staff.
4. Matters concerning summons and conferences of chiefs of statistics affairs in various organs.
5. Matters concerning control on international statistics affairs and exchange of foreign and domestic statistics books.
6. Matters concerning propagation of statistics knowledge, and improvement and development of statistics.
In paragraph 1, Article 3, "ten members" shall read "fifteen members."
In paragraph 3, Article 4, "by the Cabinet" shall read " by the Prime Minister" and "through the recomendation of the Prime Minister to the Throne" shall be deleted.
Article 4-2. The Committee shall have some councillors to participate in the Committee affairs. The councillors shall be appointed by the Prime Minister ftom among persons of knowledge and experience on statistics or from among the first or second class officials of various government offices.
Article 6-2. Matters necessary for the proceeding of the meeting of Statistics Committee shall be decided by a Cabinet Ordinance.
In paragraph 1, Article 8, "full service 4" shall read "full service 5" and "full service 10" shall read "full service 12."
Article 9. In addition to the staff mentioned in paragraph 1 of the preceding Article, the Prime Minister may appoint cabinet secretaries from among the first or second class officials of the government offices concerned.
Article 11. The Civil Service Ordinance shall be applied to the services of members or temporary members who are appointed from among non-officials.
Supplementary Provision:
The present Ordinance shall come into force as from May 1, 1947.
