I hereby give My sanction to the Imperial Ordinance concerning the Regulations governing the Organization of the Harbour Committee and cause the same to be promulgated.

Regulations governing the Organization of the Harbour Committee
Art. 1. The Harbour Committee is under the supervision of the Minister of Transportation, and investigates and discusses, at his inquiry, the important matters concerning ports and harbours.
The Harbour Committee may submit advisory proposals to the Ministers concerned regarding the matters specified in the previous item.
Art. 2. The Harbour Committee is organized by one chairman and less than 35 members.
In case special matters are to be investigated or discussed, temporary members may be appointed, when necessary.
Art. 3. The Chairmanship will be held by the Minister of Transportation.
The regular and temporary members will be appointed by the Cabinet from among the officials of government offices concerned, scholars and men of experience, through the recommendation of the Minister of Transportation to the Throne.
Art. 4. The Chairman controls all matters of the Committee.
In the absence of the Chairman, a member nominated by the Minister of Transportation, will act in behalf of the Chairman.
Art. 5. The Harbour Committee has secretaries.
The Secretaries will be appointed by the Cabinet through the recommendation of the Minister of Transportation to the Throne.
The Secretaries will, under the control of the Chairman, manage the general affairs.
Art. 6. The Harbour Committee has clerks.
The Clerks will be appointed by the Minister of Transportation.
The Clerks will, under the directions of the seniors, deal with the general affairs.
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
