The Government shall be authorized to grant in lump the total average not exceeding 600 yen per capita in the ratios of 20 per cent to 120 per cent of their monthly pay to government officials and those treated as such, unclassified officials, junior clerks, trades and crafts, who are in service on the very day of enforcing the present Law, being designated by the Minister of Finance.

The necessary details concerning the coverage of payments basic to the present grant referred to the above paragraph, its calculation ratio and administrative matters regarding it shall be determined by the Minister of Finance.
