I hereby give My Sanction to the Imperial Ordinance concerning the partial amendments of the Imperial Ordinance governing the Temporary Establishment of Personnel in the Ministry of Transportation, etc. and cause the same to be promulgated.

Article 1. Following amendments shall be made to the Imperial Ordinance governing the Temporary Establishment of Personnel in the Ministry of Transportation:
Item 3 of Article 1 shall read item 4 and next to item 2, the following item shall be added:
3. Those who are to engage in provisional education of Mariners.

Article 3. The following officials shall, in addition, be assigned for the Maritime Institute, the Nautical College, the Marine Technical School, the Mercantile Marine School and the Seamen's Training School in order to conduct the provisional supplementary education of Mariners:

27 persons (full-time) 2nd class
40 persons (full-time) 3rd class
Secretaries of the Transportation Ministry
1 person (full-time) 2nd class
17 persons (full-time) 3rd class
Article 2. Following amendment shall be made to the Imperial Ordinance governing the Organization of Seamen's Training School:
In paragraph 1 of Article 3 "
23 persons (full-time)" shall read "18 persons (full-time)" and

Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
In so far as 2nd class technical officials of the Transportation Ministry are concerned, the regular personnel thereof in full-time employment shall be 26 until the December 31, 1946, irrespective of Article 3 of the Temporary Establishment of Personnel in the Ministry of Transportation.
