We hereby give My Sanction to the Regulations governing the Organization of Temporary Establishment of the Administrative Investigation Board, and cause the same to be promulgated.

Imperial Ordinance No. 490
Regulations governing the Temporary Establishment of the Administrative Investigation Board.
Article 1. The Administrative Investigation Board shall, under the jurisdiction of the Prime Minister, take charge of business regarding the investigation, research and forming plans with regard to the reformation of administrative organization, official personnel system and also of administrative execution.
Article 2. The Administrative Investigation Board shall have the following personnel:
President
Director
Board Members
Secretaries
Article 3. The President shall be appointed by Imperial Order.
The President shall preside over the affairs of the Board.
Article 4. The post of Director shall be filled with the Director-General of the Bureau of Legislation.
The Director shall assist the President in arranging the affairs of the Board.
Article 5. The Board Members shall be appointed by the Prime Minister from among men of learning and experience as well as government or public officials.
The Members shall take charge of affairs concerning investigation, research and forming plans under the directions of their superior officials.
Article 6. The Secretaries shall be appointed by the Prime Minister from among government officials.
The Secretaries shall engage in transacting general affairs under the instructions of their superior officials.
Article 7. The Administrative Investigation Board shall have a number of Advisers who shall participate in the important affairs of the Board.
The Advisers shall be appointed by the Cabinet through the recommendation of the Prime Minister to the Throne.
Article 8. Other necessary matters than those prescribed in the present Ordinance concerning the Administrative Investigation Board shall be determined by the Prime Minister.
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
