I hereby give My Sanction to the Law concerning the partial amendments of the Food Control Special Account Law, for which the concurrence of the Imperial Diet has been obtained, and cause the same to be promulgated.

食糧管理特別会計法の一部を次のように改正する。
The following amendments shall be made to the Food Control Special Account Law:
第二條中「本會計ニ屬スル經費」を「本會計ニ於テ食糧ノ買入代金以外ノ經費」に改める。
In Article 2, "the expenses classified in the special accounts" shall read "the other expenses than the purchase-money of the foodstuffs in the special accounts."
Article 3. In case it is deemed necessary to do so for raising the fund for the purchase of the foodstuffs in the special accounts, the Government may either issue certificate of indebtedness or borrow money redeemable within one year at the risk of the special accounts.
In case where there is, for a time, a shortage of money for the payment of the purchase-money of the foodstuffs in the special accounts, the Government may either issue certificate of indebtedness or borrow money redeemable within the fiscal year at the risk of the special accounts.
Article 4. The Government may either issue securities or borrow money redeemable within one year for the purpose of conversion of the certificate of indebtedness or the money borrowed in accordance with the provisions stated in par.1 of the preceding Article. The same shall apply to the case of the conversion of the new securities or borrowed money.
The provisions of the preceding paragraph shall apply With the necessary modifications to the case of the conversion of the certificate of indebtedness issued or of the money borrowed in accordance with the provisions of par.2 of the preceding Article;provided, however, that in the preceding paragraph for the reference to "within one year," there shall be substituted a reference to "within the fiscal year."
第四條ノ二を削る。
Article 4-(2) shall be deleted.
第四條ノ三中「五十二億圓」を「百億圓」に改め、同條を第四條ノ二とする。
In Article 4-(3), "5,200,000,000 yen" shall read "10,000,000,000 yen," and this Article shall be made Article 4-(2).
第五條中「償還金」の下に「（年度内ニ償還スル證券及借入金ノ償還金ヲ除ク）」を加える。
In Article 5, "(exclusive of the amount requisite for payment of the certificate of indebtedness and borrowed money to be redeemed within the fiscal year)" shall be added next to "the amount requisite far payment."
In Article 6, "borrowed money and" shall read "receipts from the issue of certificate of indebtedness (exclusive of those to be redeemed within the fiscal year) and borrowed money (exclusive of that to be redeemed within the fiscal year)," and "(exclusive of that for the certificate of indebtedness and borrowed money to be redeemed within the fiscal year)" shall be added next to "the redemption money."
附則第二項乃至第五項を削る。
Pars.2 to 5 inclusive of the Supplementary Provisions shall be deleted.
The date on which this Law shall come into force shall be determined by Imperial Ordinance;provided, however, that in the amendments to Article 4-(3), the provisions concerning the amount shall be enforced as from the day of its promuigation.
第三條の改正規定施行前に買い入れた食糧の代價に関しては、なお從前の例による。
With regard to the purchase-money of the foodstuffs purchased prior to the enforcement of the amendments to Article 3, the old provision shall remain applicable.
With regard to the discount, conversion and redemption of certificate of indebtedness issued in accordance with the provisions of Article 3 prior to the enforcement of the amendments to the said Article and of certificate of indebtedness to be issued in accordance with the provisions of the preceding paragraph, the old provisions shall remain applicable.
With regard to such supplementary money to secure the rice production as is paid for rice produced in 1945, the old provisions shall remain applicable.
