MEMORANDUM FOR	IMPERIAL JAPANESE GOVERNMENT.
THROUGH	Central Liaison Office, Tokyo.
Subject	Restriction of Nationals of Countries with which United Nations have been at War.

1. In reply to letter from the Central Liaison Office C. L. O. No. 1333 (5.1) subject: “Restrictions of Nationals of Countries with which United Nations have been at War”, the following interpretation and clarification is made of Memorandum to the Imperial Japanese Government AG 091.112 (12 Dec. 45) CI, subject, “Restriction of Nationals of Countries with which United Nations have been at War”.
2. Paragraph “a” of reference memorandum is amended to except from its provisions, in addition to the Siamese (Tailand) diplomatic staff, the diplomatic and consular staff of the Italian Government who declared allegiance to the King of Italy and the Badoglio Government.
3. The provisions of sub-paragraph “a” (2) (as interpreted in paragraph 6 below) and “a” (4) of reference memorandum, prescribing a diplomatic ration and diplomatic treatment, shall not apply to the deplomatic and consular staffs of the following former puppet governments:
a. Ex-Nanking Chinese Government.
b. Ex-Philippine Government.
c. Ex-Burmese Government.
d. Ex-Manchukuo Government.
4. The term “diplomatic staff” of paragraph “a” reference memorandum, includes diplomatic and consular representatives with their staffs and families.
5. Diplomatic personnel falling under the provisions of paragraph “a”, reference memorandum, will continue to purchase daily food and necessities and rent living quarters at their own expense.
6. With reference to paragraph “a” (2), reference memorandum, “standard ration” is interpreted to mean a “diplomatic ration” and not the Japanese official ration of food and daily necessities.
7. With regard to increased allowances to diplomatic personnel, it is not anticipated that any additional withdrawals will be authorized in excess of the figures set forth in Memorandum to the Imperial Japanese Government AG 091.4 (2 Oct. 45) ESS dated 2 October 1945.
8. No change at this time is made in the policy concerning moving of diplomatic personnel as established in Memorandum to the Imperial Japanese Government AG 091.112 (6 Nov. 45) CIS dated 23 November 1945.
9. The Provisions of paragraph “b”, reference memorandum, shall be limited to the nationals of “enemy countries” as difined in Memorandum to the Imperial Japanese Government AG 312.4 (31 Oct. 45) GS subject: “Difinition of ‘United Nations’, ‘Neutral Nations’, and ‘Enemy Nations’ ”.
10. The authority for granting permission to nationals of “enemy countries” to travel beyond the prefecture in which they are now living remains with the local Counter-Intelligence Corps Detachment.
11. Memorandum to the Imperial Japanese Government AG 601 (16 Oct. 45) GD and Memorandum to the Imperial Japanese Government AG 091 (29 Oct. 45) GD continue to be valid.
