Subject | Restriction of Nationals of Countries with Which the United Nations Have Been at War. |
1. Reference is herewith made to letter from the Imperial Japanese Government, Ceneral Liaston Office No. 1955 (RG) 26 April 1946.
2. Paragraph 3 of Memorandum AG 091.112 (5 April 46) CIS (SCAPIN-861) dated 5 April 1946, subject as above, is to be interpreted to mean that the provisions of sub-paragraph “a” (2) and (4) of Memorandum AG 091.112 (12 Dec.45) CI dated 12 December 1945, subject as above, do not apply to the diplomatic and consular staffs of the former puppet governments; i.e., the diplomatic ration and displomatic treatment of them will be discontinued. The provisions of sub-paragraph “a” (1) and (3) of said Memorandum AG 091.112 (12 Dec. 1945) continue to apply to them; i.e., they are to be maintained in suitable places and restricted to the immediate area in which they are quartered.
