MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

Subject

Restrictions of Nationals of Countries with which United Nations Have Been at War.

The Imperial Japanese Government shall:
a. In regard to Diplomatic and Puppet Diplomatic Staffs of countries with which the United Nations were at war, except the Thailand Diplomatic Staff and those persons already in custody of United States Army or Japanese Government:
(1) Establish and maintain them at suitable places. Places selected will be reported to this headquarters.
(2) Supply them with food and daily necessities, on the standard ration system.
(3) Restrict them to the immediate area in which they are quartered, unless otherwise authorized by the local Counter Intelligence Corps Detachment. Until established as directed in paragraph (1), persons will be restricted to area of present abode and supplied as directed above by Japanese Government.
(4) Continue to treat them in accordance with international usage of diplomatic personnel, pending determination of their official status by this headquarters.
b. In regard to all other nationals of countries with which the United Nations were at war:
(1) Restrict them, unless otherwise authorized by the local Counter Intelligence Corps Detachment, to the prefecture in which they are now living.
(2) Register them and be responsible for their control.
(3) Furnish this headquarters the following information about them by 10 January 1946:
(a) Name, (b) Nationality, (c) Local address, (d) Age, (e) Sex, (f) Reason why in Japan, (g) Membership in Nazi Party in Case of German Nationals.
e. This memorandum will be considered to supplement that of 16 October 1945, file AG 601 (16 Oct 45) GD, subject: “Foreign Personnel Resident in the Fujiya Hotel”; and not of 29 October 1945, file AG 091 (29 Oct 45) GD, subject: “Treatment of Diplomatic Officials Interned at Fujiya Hotel.”
