MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

International High Frequency Broadcasting Service.

1. Rescissions:
a. Memorandum and directives or portions thereof for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, are hereby rescinded, as follows:
(1) Paragraph 5, Part V, of Directive Number Two (SCAPIN 2), 3 September 1945, which reads, "All voice broadcasts for public information, in language other than the Japanese, will be discontinued forthwith."
(2) AG 000,77 (14 Sep 45) GB, SCAPIN 28, 14 September 1945, subject: Request for Resumption of Overseas Broadcasts.
(3) AG676.3 (8 Jun 46)CCS, SCAPIN 1006, 8 June 1946, subject: Modification of Short-wave Broadcast Service for Japanese Repatriation Camps in China, Formosa, and ▲ochtria.
2. Competent broadcasting organizations are hereby authorized to engage in international high frequency broadcasting services, subject to the following conditions:
a. That each separate service have the approval of the Civil Information and Education Section, and C-2, General Headquarters Supreme Commander for the Allied Powers.
b. That application be made to the Ministry of Communication memorandum for the Japanese Government, AG676.3 (14 Jul 47)CCS, SCAPIN 1744, 14 July 1947, subject: Control of Radio Communications. Each such application is subject to the approval of the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers.
3. Direct communication is authorized between Japanese Government agency designated responsible for broadcasting and the following staff sections of General Headquarters, Supreme Commander for the Allied Powers:
a. Civil Communications Section for all technical matters.
b. Civil Information and Education Section for all program matters.
c. Assistant Chief of Staff, G-2 (Civil Censorship Detachment ) under current censorship authorities.
