MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Modifications of Short Wave Broadcast Service for Japanese Repatriation Camps in China, Formosa and Manchuria.

1. It is directed that, the present short wave broadcast service transmitting programs to Japanese repatriation camps in Formosa and Manchuria be modified to provide increased signal strength in areas presently served and to provide service to the Shanghai and Tsingtao area as follows:
a. Transmitter Number R-l at Kawachi Transmitting Station, Minami-kawachi-gun, Oeaka-fu, operating on 15225 kc (day) and 9505 kc (night) will supply 10 kilowatts power to each of two (2) antennas. One antenna will be directed toward Formosa and the other toward Shanghai, China and Tsingtao, China. The call signs will be JLT3 (15225 kc) and JLW2 (9505 kc).
b. Transmitter Number T-2 at Kawachi Transmitting Station, operating on 15140 kc (day) and 9560 kc (night) will supply 10 kilowatts power to one (l) antenna directed toward Peiping, China; Tienstsin, China and Changchun, Manchuria. The call signs will be JLW6 (15140)kc and JZA (9560 kc). Since tubes are not available for the Kawachi Transmitter at present, transmitter T-2 at Nazaki, Yukigen, Ibaragi-ken will be substituted until such time as tubes are available. This headquarters will be notified five (5) days prior to transfer of operation from Nazaki to Kawachi.
2. The short wave broadcast service described above will commence on or about 10 June 1946.
3. Present short wave broadcasts to Formosa and Manchuria on 6190 kc and 11705 kc will be discontinued on the date of change-over to the service described in paragraph 1.
4. The program to be transmitted will be the number one network program of the Broadcasting Corporation of Japan or other programs approved by General Headquarters, Supreme Commander for the Allied Powers.
5. Direct correspondence is authorized between the Board of Communications, the Broadcasting Corporation of Japan and interested Staff sections of General Headquarters, Supreme Commander for the Allied Powers on matters pertaining to program content and time of transmission.

SUBJECT: Information of General Application pertaining to Directive Number (SCAPIN - 1006), file AG 676.3 (8 Jun 46)CCS, this Headquarters, date 8 June 1946, subject: "Modification of Short Wave Broadcast Service for Japanese Repatriation Camps in China, Formosa and Manchuria.
1. With reference to Memorandum Number (SCAPIN - 1006 )this headquarters, to the Imperial Japanese Government, the following is published for the information of all concerned.
2. The Civil Information and Education Section, GHQ, SCAP, reports on urgent need exists for providing information broadcasts to Japanese Nationals in repatriation camps.
3. The purpose of the memorandum referred to in paragraph 1 is to direct modifications necessary to provide more effective broadcast coverage of the above-mentioned camps. The Board of Communications reports it has the equipment available to provide the service directed.
4. The Occupation Forces, will provide routine surveillance of the modified broadcast service.
5. Instructions pertaining to the execution of surveillance, will follow through command channels.
