SUBJECT | Equalization of Radiotelegraph Rates. |
1. Reference is made to memoranda for the Japanese Government as follows:
a. File AG 676.3 (1 Dec 45) CCS, SCAPIN 379, dated 1 December 1945, subject: Establishment of Sender Composition Message Service Between the United States and Tokyo Area, as amended.
b. File AG 311.3 (6 Feb 48) CCS, SCAPIN 1228/8, dated 6 February 1948, subject: Equalization of Radiotelegraph Rates.
c. File AG 311.23 (3 Sep 47) CCS, SCAPIN 1759/3, dated 3 September 19l7, subject: Expansion of Radiotelegraph Service via the United States, as amended.
2. SCAPINS 1228/8 and 1759/3 are rescinded concurrent with the effective date of this memorandum.
3. Increased radiotelegraph rates from the United States, United States territories and possessions, to Japan, via RCA Communications, Inc., Mackay Radio and Telegraph Company, Inc., and from the United States to Japan via Press Wireless, Inc., were authorized, effective 2 February 1949.
4. Rates per word and division of revenue thereof, under the revised rate schedule, for inward messages via Press Wireless from all points in the United States, to all points in Japan will be as shown on page 1 of inclosure 1 hereto. The radio proportion of the through rates per word, under the revised rate schedule, from all points in the United States, United States territories and possessions, to all points in Japan, via RCA Communications, Inc., and Mackay Radio and Telegraph Company, Inc., showing division thereof between the Ministry of Communications and the American carriers concerned, will be as shown on page 2 of inclosure 1 hereto. Application of a Japanese terminal charge to sender composition message (SCM) radiotelegrams, incoming to Japan, will continue to be handled in accordance with the procedures set forth in SCAPIN 379, paragraph 6.
5. Effective 15 March 1949 the rates and division of revenue for radiotelegrams outgoing from Japan to the United States, United States territories and possessions, are revised as shown on pages 3 to 11 inclusive of inclosure 1.
6. Division of the additional revenue derived from the increased rates, authorized in paragraphs 3 and 5 above, between the Ministry of Communications and the American carriers, will become effective in both directions simultaneously. The Ministry of Communications will be notified of the effective date thereof by the Civil Communications Section. Pending receipt of this notification, the additional charges for outward radiotelegrams from Japan will accrue the Ministry of Communications.
7. All other current regulations and provisions pertaining to the acceptance, handling and distribution of radiotelegrams between Japan and the points listed in inclosure 1 hereto, are not affected by this rate revision and will continue in effect until further notice.
8. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, regarding matters within the scope of this memorandum is authorized.

SUBJECT: Information of General Application Pertaining to Directive SCAPIN 1980 file AG 311.3 (8 March 49)CCS, this Headquarters, dated 8 March 1949, subject: Equalization of Radiotelegraph Rates
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. The subject directive covers revisions in radiotelegraph rates between Japan on the one hand and the United States, United States territories and possessions, on the other hand. Increased message rates from Japan to the United States, United States territories and possessions, are authorized to equalize the recent increase in Westbound rates granted to the American Radio carriers by the Federal Communications Commission.
3. Division of the additional revenue resulting from the increased rates will become effective in both directions simultaneously. The effective date is dependent upon action by the Federal Communications Commission, and when known, will be communicated to the Ministry of Communications by direct correspondence from Civil Communications Section.
