1. Reference is made to Memorandum for the Japanese Government, file AG 311.3 (8 Mar 49)CCS, SCAPIN 1980, dated 8 March 1949, subject: Equalization erf Radiotelegraph Rates, as amended.
2. Effective 1 August 1949, so much of page 6 of Inclosure 1 to SCAPIN 1980 as pertains to rate for Ordinary Press messages from Japan to Zone 5, United States, Other offices, is amended to read as follows:
