MEMORANDUM FOR

JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Expansion of Radiotelegraph Service via the United States.

1. Reference is made to Memorandum for the Japanese Government, file AG 311.23 (10 Aug 47)CCS, (SCAPIN 1759), dated 10 August 1947, subject: Expansion of Radiotelegraph Service via the United States.
2. Upon receipt of this memorandum, the Japanese Government is directed to expand the radiotelegraph service between Japan and the United States to include private, press and government messages between Japan and the points listed in Inclosure 1.
3. Messages originating in Japan addressed to any of the points, listed in Inclosure 1 will be routed via the Japan-United States circuits in conformity with existing traffic distribution regulations and practices. Incoming transit messages destined to points beyond Japan will not be accepted.
4. Message classifications authorized, division of revenue and the rates applicable thereto, are as shown in Inclosure 1.
5. Messages filed by United States military and accredited civilian personnel between Japan and the points listed in Inclosure 1, in the classifications specified in this memorandum, are authorized.
6. All press messages, and government messages for other than the United States Government, will be sent "collect" from Japan to the points listed in Inclosure 1 and arrangements for collection of charges must be made prior to the acceptance of such messages. All such messages from those points to Japan will be prepaid.
7. United States Government messages between Japan and the points listed in Inclosure 1 will be handled in the same manner as United States Government messages between Japan and the United States. Rates for government messages, other than United States Government messages, will be the same as for Full Rate, CDE, LC and NLT messages as provided for in this memorandum.
8. Private messages may be sent from Japan by any organization or person authorized to possess and use United States Military Payment Certificates and Foreign Trade Payment Certificates, and by the organization, or person in Japan specifically named in a prepaid reply (RP) voucher to any organization or person in the points listed in Inclosure 1.
9. Private messages may be sent by any organization or person from the points listed in Inclosure 1, to any organization or person in Japan.
10. Private messages with prepaid reply (RP) from the points listed in Inclosure 1, addressed to non-accredited organizations or persons in Japan, including Japanese nationals, are authorized. Prepaid reply (RP) amounts will, in all cases, be quoted in United States dollars.
11. Private messages with prepaid reply (RP) between Japan and the points listed in Inclosure 1, are not authorized for accredited organizations or persons, nor for military personnel.
12. All existing rules and regulations pertaining to private messages with prepaid reply (RP) exchanged between Japan and the United States or Hawaii, will apply equally to private messages with prepaid reply (RP) exchanged between Japan and the points listed in Inclosure 1.
13. Private messages between the points listed in Inclosure 1 and Japan will be subject to all applicable censorship rules and regulations. Exceptions will be specifically provided for by General Headquarters, Supreme Commander for the Allied Powers.
14. Payment of Japanese Ministry of Communications' share of revenue and the American carriers' share, including their outpayment to connecting carriers, will be handled through the Transfer Agent for Telephone and Telegraph Message Funds in the same manner in which payments are made to the Japanese Ministry of Communications and the American carriers for message traffic exchanged between Japan and the United States.
15. Direct communications between the Civil Communications Section,
General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, regarding operating and accounting procedures within the scope of this memorandum, are authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1759/3), file AG 311.23 (3 Sep 47)CCS, this Headquarters, dated 3 September 1947, subject: Expansion of Radiotelegraph Service via the United States
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. The radiotelegraph service between Japan and the United States is expanded to include private, press and government messages, via the United States, between Japan and Alaska , Puerto Rico, Virgin Islands, Panama (Canal Zone only), Midway and Guam.
3. Incoming private messages with prepaid reply (RP) addressed to non accredited organizations or persons in Japan, including Japanese nationals, and outgoing private messages filed by non-accredited organaizations or persons I Japan, including Japanese nationals, addressed to any organization or person in the places listed in Inclosure 1 of the subject memorandum utilizing prepaid reply vouchers in payment of the message charges, are authorized.
4. Prepaid reply message service is not available for accredited organizations or persons in Japan, nor for military personnel.
5. Procedures for handling prepaid reply (RP) messages, accounting for message tolls, including correct apportionment between the Ministry of Communications, the American carriers and any other carrier involved, will be accomplished in accordance with established procedures.
6. Private messages may be sent from Japan by any organization or person authorized to possess and use United States Military Payment Certificates or Foreign Trade Payment Certificates and by the organization or person in Japan specifically named in a prepaid reply (RP) voucher to any organization or person in the points listed in Inclosure 1.
7. Occupation Forces will extend the necessary surveillance to insure compliance by the Ministry of Communications with the provisions of reference memorandum.
