1. Reference is made to Memoranda for the Japanese Government as follows:
a. File AG 676.3 (1 Dec 45) CCS, (SCAPIN 379), dated 1 December 1945, subject : Establishment of Senders Composition Message Service, between the United States and Tokyo Area, as amended.
b. File AG 311.3 (24 Sep 46) CCS (SCAPIN 1228), dated 24 September 1946, subject: Revised Plan for Receiving Payments Due American Carriers for Messages and Radiotelephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission To or Through the United States, its Territories and Possessions, Prepaid in Japan.

2. Increased rates from the United States and Hawaii to Japan via RCA Communications, Inc., and Mackay Radio and Telegraph Company, Inc. became effective on 5 August 1947, and from the United States to Japan via Press Wireless Inc. on 9 August 1947. Revenue according to the Japanese administration under the revised rate structure for radiotelegraph messages from the United States and Hawaii to Japan is shown on pages 3 and 8 of inclosure 1. Application of a Japanese terminal charge to radiotelegraph messages to Japan will continue to be handled in accordance with presently established procedures, as set forth in paragraph 6 of reference 1a above.
3. Effective 15 March 1948, the rates for radiotelegrams from Japan to the United States and Hawaii are revised in accordance with inclosure 1. SCAPIN 1228/3 and inclosure 2 of SCAPIN 1228 are rescinded concurrently.
4. Revenue accruing to the Japanese administration for radiotelegraph messages from Japan to the United States and Hawaii will be one-half (1/2) the amount of the charges between Tokyo and San Francisco, or Tokyo and Oahu respectively, for the various classifications concerned, as shown on pages 1, 2, 4, 5, 6, and 7 of inclosure 1, plus the Japanese terminal charge of two (2) cents per full rate word, reduced for lower classes of messages at the international proportions for messages originating beyond Tokyo.
5. Outgoing urgent press, press, and government messages except United States Government messages, must be sent from Japan on a transferred account basis. Addressee administrations will collect at office of origin rates, the charges for radiotelegraph messages forwarded on a transferred account basis from Japan to the United States and Hawaii.
6. Revenue accruing to the American radio carriers will be one-half (1/2) the amount of the charges between Tokyo and San Francisco, or Tokyo and Oahu respectively, plus, for traffic destined to other places, the additional amounts representing the outpayments beyond San Francisco or beyond Oahu.
7. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry Communications, regarding operating and accounting procedures within the scope of this memorandum, is authorized.
