1. Reference are:
a. Memorandum for Japanese Government, file AG 312.4 (16 Feb 46)CCS (SCAPIN 742) dated 16 February 1946, subject: Handling of Chinese Government Radiograms between Tokyo and China via San Francisco, California.
b. Memorandum for Japanese Government, file AG 311.2 (8 Mar 47)CCS (SCAPIN 1563) dated 8 March 1947, subject: Radiotelegraph Service for Government Messages, other than United States Government.
c. Memorandum for Japanese Government, file AG 311.23 (13 Sep 47)CCS (SCAPIN 1777) dated 13 September 1947, subject: Radiotelegraph Service to China, Korea and Okinawa.
2. This is to confirm verbal advice to the Ministry of Communications that effective 27 September 1947 until further notice, press and government messages will not be accepted for transmission from Japan to China on a collect basis. Messages in the press and government classifications will be accepted for transmission from Japan to China on a prepaid basis only.

MEMORANDUM:
SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1790), file AG311.23 (3 October 47)CCS, this Headquarters, 3 October 1947 subject: Non-acceptance of Collect Press and Government Messages from Japan to China
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Heretofore both press and government messages have been accepted for transmission from Japan to China on a collect basis only.
3. The Chinese Government Radio Administration has now advised, through Mackey Radio and RCAC representatives in Japan, that neither press nor government messages will be admitted into China from Japan on a collect basis. Such messages will continue to be admitted into China, but on a prepaid-in-Japan basis only.
4. The reason for China's refusal to accept such collect messages is not known as yet.
5. Occupation Forces will extend the necessary surveillance to insure compliance by the Ministry of Communications with the provisions of the reference memorandum.
