1. Rescissions:

2. The Supreme Commander for the Allied Powers directs the Japanese Government to make available for purchase at official prices, or grant in the case of indigent persons, the United Nations ration (either the “A” or “B” dietary supplementary ration according to individual choice, in addition to the full Japanese ration) equally and without discrimination to all foreigners residing in Japan with exceptions as stated in paragraph 4 below.
3. Composition of the supplementary rations referred to in paragraph 2, above, is as follows:

4. Nothing in this directive will be construed:
a. To change the food ration for Korean nationals who have elected to remain in Japan and receive the same ration as Japanese Nationals.
b. To affect instructions issued to Occupation Force personnel prohibiting or restricting purchases of foodstuffs indigenous to Japan.
5. Persons of Japanese descent who claim nationality of an Allied or neutral country and who have not received their Certificate of Registry from their respective diplomatic or consular representative will receive the same ration as Japanese Nationals.

MEMORANDUM
SUBJECT: Information of General Application Pertaining to Memorandum Number (SCAPIN 1841)PH, 9 Jan 1948, Subject: Ration for United Nations' Nationals, Neutral and Enemy Nationals and Stateless Persons
1. With reference to Memorandum for the Japanese Government, AG 430 (9 Jan 48)PH, (SCAPIN 1841), 9 Jan 1948, the following is published for the information of all concerned.
2. The purpose of this directive is to call to the attention of the Japanese Government the need for treating all foreigners residing in Japan in a like manner, as for as it relates to food, and to release the Japanese Government from providing the complicated ration systems now in operation.
3. The Japanese Government under this directive will stockpile only two rations, a rice dietary and a non-rice dietary. By providing these two rations it will eliminate the necessity for the Japanese Government to stockpile separate rations for enemy nationals. Such saving will result in less food being channeled to unauthorized sources and will materially lessen the number of personnel engaged in the multiple system of rationing.
4. Korean nationals who have elected to remain in Japan and who have refused repatriation will be accorded the same treatment and care, as it relates to rations, as a Japanese citizen.
5. Persons of Japanese descent who claim nationality of an Allied or neutral country and who have not received their Certificate on Registry from their respective diplomatic or consular representative will receive the same ration as Japanese Nationals.
6. Command instructions pertaining to the execution of surveillance required in connection with memorandum mentioned in paragraph 1, above, have been dispatched through command channels. The following is a general statement regarding the responsibility of the Commanding General, Eighth Army, for surveillance:
a. The Commanding General, Eighth Army, will
(1) Cause an inspection of foreign nationals' ration points, as soon as practicable to ascertain in the full Japanese ration and the supplementary ration "A" or "B" have been made available to all foreign nationals residing in Japan except these persons listed in paragraphs 3, 4 and 5, and according to the foreign nationals' individual choice.
(2) By periodic inspection and spot checking, ascertain if the food being issued to foreign nationals is of suitable quality and that the quantity issued does not exceed those quantities listed in letter to the Commanding General, Eighth Army, file AG 430, dated 9 January 1948, subject as above.
(3) Be assured that prefectural officials are making the best use of the food supplies on hand, so as to issue foreign nationals the same type and quality of food without discrimination between the various nationalities concerned.
(4) Make recommendations from time to time relating to improvements of the food ration distribution channels when such recommendations would materially improve local conditions.
(5) In case of indigent foreign nationals, so declared indigent by best social procedure, be assured that these indigents are receiving both the Japanese and supplementary ration as relief in kind.
