MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Subject

Ration for United Nations’ Nationals, Neutral Nationals and Stateless Persons.

1. The following instructions are to standardize the supplementary ration made available by the Imperial Japanese Government to foreign nationals and stateless persons in Japan.
2. The Imperial Japanese Government will submit for approval by 25 July 1946, lists of foods supplementary to the Japanese ration which will cover the minimum nutritional requirements for United Nations’ Nationals, Neutral Nationals and Nationals of countries whose status has changed as a result of the war, as defined in Memorandum for the Imperial Japanese Government of 31 October 1945 (SCAPIN 217), and Stateless Persons.
3. Supplementary lists will be prepared for:
a. Basically rice dietaries.
b. Basically non-rice dietaries.
4. Upon approval by General Headquarters, Supreme Commander for the Allied Powers, of the supplementary ration mentioned in paragraph 2 above, the Imperial Japanese Government will assure General Headquarters, Supreme Commander for the Allied Powers, that the food will be made regularly available through normal rationing channels for purchase.
5. Nothing in this directive will be construed to change the food ration for enemy nationals, as contained in Memorandum for Imperial Japanese Government, File AG 091. 4 (19 Dec. 45) PH. (SCAPIN 459).

MEMORANDUM.
SUBJECT: Information of General Application Pertaining to Memorandum, Number (SCAPIN - 1069), 19 July 1946, subject: "Ration for United Nations' Nationals, Neutral Nationals and Stateless Persons".
1. With reference to Memorandum for the imperial Japanese Government, AG 430 (19Jul 46)PH, (SCAPIN - 1069), 19 July 1946, the following is published for the information of all concerned.
2. The purpose of this Memorandum is to assure standardization of the supplementary ration now being made available by the Imperial Japanese Government for foreign nationals and to assure it being made regularly.
3. The supplementary ration is based upon the physiological needs of the foreign nationals having a non-rice dietary or rice dietary, whichever is preferred by the recipient. Nothing in this Memorandum precludes an oriental from receiving a non-rice dietary.
4. The supplementary ration will be in addition to the official Japanese Ration.
5. The Memorandum for the Imperial Japanese Government, AG430 (19 Jul 46)PH, (SCSPIN - 1069), subject: "Ration for United Nations' Nationals, Neutral Nationals and Stateless Persons". Will provide the supplementary ration equally to nationals of the following countries:

6. Nothing in the Memorandum mentioned in paragraph 5 above, will be construed to change the food ration for enemy nationals, as contained in Memorandum for Imperial Japanese Government, AG 091.4 (19 Dec 45)PH, (SCAPIN 459).
7. Command instructions pertaining to the execution of surveillance required in connection with Memorandum mentioned in paragraph 1 above, have been dispatched through command channels. The following is a general statement regarding the Occupation Force Commander's responsibility for surveillance of the Memorandum.
a. When the approved supplementary ration is announced by General Headquarters, Supreme Commander for the Allied Powers, The Occupation Force Commander will:
(1) Require frequent inspection of foreign nationals' rationing points to assure that food of sufficient quantity and quantity is regularly made available for purchase by foreign nationals.
(2) Require from local Japanese officials in charge of rationing advance warning when articles listed in the supplementary ration are to be substituted, reason for the substitution, and the articles to be substituted in sufficient time to report such change in rationing to General Headquarters, Supreme Commander for the Allied Powers.
(3) Require from Local Japanese officials in charge of rationing, efficient and courteous treatment in their relations with foreign nationals.
b. When violation of paragraph 7a(1), (2), (3) above, are observed, the Occupation Force Commander will take corrective action and the action taken will be reported to General Headquarters, Supreme Commander for the Allied Powers.
