MEMORANDUM FOR	IMPERIAL JAPANESE GOVERNMENT.
THROUGH	Central Liaison Office, Tokyo.
Subject	Ration for United Nations’ Nationals, Neutral Nationals and Stateless Persons.

1. Reference is made to CLO Number 3641(EA), 25 July 1946 and SCAP Memorandum AG 430 (19 Jul 46) PH, (SCAPIN 1069), subjects as above.
2. The plan as submitted by the Imperial Japanese Government is accepted with the following exceptions and additions:
a. In paragraph 2b of CLO Number 3641 (EA) substitution of flour for potatoes when unavailable is mentioned. The following statement of substitution is approved:
“If potatoes are unavailable, 500 momme of flour will be substituted and addition thereto 100 grams of leafy vegetables will be substituted”.
b. Paragraph 4 mentions certain nationalities excluded from the terms of this directive. For clarification of SCAPIN 1069, the supplementary, ration will be given equally to the following nationals and stateless persons:
United Nations
Australia, Belgium, Canada, Chile, China, Colombia, Czechoslovakia, Denmark, France, United Kingdom, Greece, India, Luxembourg, Netherlands, Norway, Peru, Poland, Syria, Turkey, United States, Venezuela, Yugoslavia, USSR
Neutral Nations
Ireland (Eire), Portugal, Sweden, Spain, Switzerland
Nations Whose Status has Changed on Account of War
Argentina, Finland, Italy, Siam
Others
Afghanistan, Lithuania, Estonia, White Russians, French Indo China, Iran, Latvia, Stateless Persons, Vatincan, Tartars, Burma, Formosans (certified by the Chinese Counsular Office)
c. Paragraph 5 states that “imported foods may be distributed in any locality in Japan for carrying out this plan.” Exception is taken to the wording of this paragraph as it is too indefinite. Supplementary food will be made regularly available to the above classes of foreign nationals at regular ration points where the normal Japanese ration is provided or where they now receive their ration.
d. Exception is taken to paragraph 6 in that the time is too indefinite. The operation of this plan will become effective in all of Japan not later than 15 August 1946.
e. Paragraph 7 is understood to mean that foreign nationals will receive the supplementary ration plus the full Japanese ration and that both rations will be made regularly available at each ration period.
3. The plan submitted by the Imperial Japanese Government with the acceptance by the Japanese Government of paragraph 2 above, is approved by the Supreme Commander for the Allied Powers.
