Change in Construction Program of Fishing Vessels |
1. Reference is C.L.O. letter No. 7093 (CM), dated 10 September 1947, subject: Request for Approval of Change in Construction Program of Fishing Vessels.
2. The change in construction plan of fishing vessels is approved in accordance with Inclosure 1 of this memorandum.
4. Of the listed tuna boats, a number of these, totalling approximately eight hundred and forty (840) gross tons, will not be licensed to operate until approval has been given by the Supreme Commander for the Allied Powers. Thirty (30) days after receipt of this memorandum, the number of boats, gross tonnage, and location of the shipyard where the vessels not to be licensed to operate are under construction, will be submitted to the Supreme Commander for the Allied Powers.

1. Reference is C.L.O. letter No. 7093 (CM), dated 10 September 1947, subject: Request for Approval of Change in Construction Program of Fishing Vessels.
2. In anticipation of approval of a number of trawler and tuna boats on Plan 4(c), the Japanese shipbuilders requisitioned material, utilized stocks on hand and carried out normal shop work in preparation for the actual keel laying. Plan 4(c) authorized only twenty-two (22) fish carriers and the construction of the trawler and tuna boats was disapproved. In some cases actual construction of the tuna boats and trawlers was started and progressed to the actual launching.
3. At a conference between ESS/lndustry (Mr. Valentine), and NRS/Fisheries (Mr. Neville and Lt. Bourgois), this proposed change in fishing vessel construction was discussed. It was agreed that the construction of vessels unauthorized should not be scrapped, but should be completed and substituted for vessels which have been authorized for construction but later cancelled. Listed on this change in construction are 840 gross tons of tuna boats over the amount authorized for construction. NRS/Fisheries states that the current tuna fleet in operation and vessels under construction are sufficient to operate with a view at fish conservation in the limited waters that Japan has been authorized to operate. These six tuna vessels (840 gross tons) will be completed, but held for replacements to the tuna fleet as vessels are damaged beyond repair or sunk.
4. Action taken: The attached SCAPIN approves the change in the fishing vessel construction with the stipulation that six of the 135 gross ton boats, or a total of 840 gross tons in smaller tuna boats will be held and not licensed to operate until authorized by SCAP.
5. Routine surveillance is required on this activity and will be reported in normal monthly Occupation Activities Reports.
6. Concurrence: NRS/Fisheries - Mr. Neville.
7. The interests of USAFIK are not concerned.
