1. Reference is C. L. O. letter No. 5590 (CM), dated 23 October 1946, subject as above, with Inclosure 1, Steel Fishing Ships Construction Plan Number 4 (b).
2. Permission is granted to construct the 151 steel fishing vessels as listed on Inclosure 1, of this Memorandum.

1. Reference is C.L.O. letter No. 5590 (CM) dated 23 October 1946, subject: "Construction Plan of Fishing Vessels", with Inclosure 1, Steel Fishing Ships Construction Plan No. 4 (b) asking permission to construct 151 steel fishing vessels, aggregating 19,711 gross tons.
2. This construction plan will bring to date a total of 125, 073 gross tons approved for construction under the proposed fishing vessel construction program of 337,087 gross tons. At a conference between Natural Resources, Fisheries (Capt. Holland) and ESS/EN (Mr. Valentine), the fishing vessel construction program was discussed and favorable action on the construction Plan No. 4 (b) was recommended.
3. At a conference with ESS/Cartels (Mr. Foley) the matter of restricted concerns as owners of a group of the listed fishing vessels was discussed.
4. Action taken: It was decided to approve the application for construction of the 151 fishing vessels.
5. Concurrences: NRS/Fisheries (Capt. Holland).
6. Routine surveillance is necessary on this activity and will be reported in "Weekly Occupation Reports".
