MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

Subject

Authorization for Construction of Steel Fishing Vessels.

1. Reference is made to C. L. O. letter No. 1608 (CM) with inclosure, Construction Plan Number 1, dated 6 April 1946, subject: “Request for Authorization for Construction of Steel Fishihg Vessels”, outlining the plans for reinforcing the fishing fleet with the addition by new construction and conversion of Naval vessels of 35,244 ships totaling 337,087 gross tons and requesting permission to initiate Plan Number 1 covering the construction of 416 of the above mentioned ships with a gross tonnage of 48,532 tons.
2. Permission is granted to construct the 416 steel fishing vessels as shown on the attached list. No other construction of the balance of the 337,087 gross tons is approved at this time.

1. Reference C.L.O. letter No. 1608 (CM) dated 6 April 1946, subject: ’'Request for Authorization for Construction of Steel Fishing Vessels," requested that the Imperial Japanese Government be permitted to construct 416 steel fishing vessels with a total gross tonnage of 48, 532 tons.
2. A survey made by the Division of Fisheries emphasized the urgent need for more boats to augment the present Japanese fishing fleet. The Division of Fisheries has approved a construction program of 35,244 steel and wooden fishing boats with a total gross tonnage of 337, 087 tons. Construction of 416 steel fishing boats with a total gross tonnage of 48,532 tons is designated as Plan number One and approved. Subsequent plans No. 2, 3, 4, etc., for the balance of the construction will be submitted in the future by the Japanese Government.
3. This Directive to the Imperial Japanese Government and command letter to the Eighth Army authorizes the construction of the steel fishing vessels requested by the Japanese Government.

5. Routine surveillance of this construction of steel fishing vessels by the Eighth Army will be reported in normal weekly "Occupation Activities Reports". This is considered an administrative matter.
