1. Reference is C.L.O. letter No. 2093 (CM), dated 26 March 1947, subject as above, with Inclosure, Change in Fishing Vessel Construction Program.
2. The changes requested in the above letter are approved to the extent indicated in Inclosure 1 to this Memorandum. Conversions to trawlers or tuna boats are not permitted at this time.

1. Reference is C.L.O. letter No. 2093 (CM), dated 26 March 1947, subject: Request for Authorization for Changes in Construction Program Filing Vessels, requesting various changes in tonnages, types, and location of construction of the fishing vessels authorized in Plan No. 1 (SCAPIN-949), Plan No. 4(a) (SCAPIN-1120) and Plan No. 4(b) (SCAPIN-1356).
2. The above C. L.O. letter was forwarded by check sheet for comment and return to NRS/Fisheries. In the answering correspondence, it was indicated that concurrence was given to changes in location of construction and gross tonnage. Also it was indicated that there are at present an excess number of trawlers in Japan for the present fishing grounds and that it is inadvisable for any conversion of ships into trawlers for the present time. Also that the authorization for the conversion of any vessel into a tuna boat should be delayed until a study by NRS can be completed and that any conversion of vessels should be submitted as a part of a new construction plan.
3. At a conference between NRS/Fisheries, (Mr. Adams), and ESS/IN (Mr. Valentine), the overall fishing vessel construction plan and the present fishing fleet operations were discussed. It was pointed out that the trawler type vessel is very murderous to marine life as it sweeps the ocean bed of all life. The use of trawlers is allowable where the fishing grounds are of spacious areas, but in the case of Japan, whose fishing areas at present are limited almost to her own waters, the use of trawlers to an excess would soon destroy to a great extent these fishing areas.
4. Action taken: By Memo to the Imperial Japanese Government the changes in location and gross tonnage of vessels was approved. The conversion of any vessel to a trawler or tuna boat was disapproved.
5. Concurrence: NRS/Fisheries (Mr. Adams).
6. The interests of USAFIK are not concerned.
